Duties

Position may be filled at the GS-09 or GS-11 level. The duties of this position are developmental in nature, leading to the full performance level of GS-11. The purpose of this position is to support the South-Central California Area Office (SCCAO) in complying with Reclamation requirements to have an effective maintenance program. This position serves as an Area Office Planner and Scheduler for maintenance activities at multiple facilities. The planning and scheduling duties are categorized into three distinct areas under mechanical, electrical, and facility infrastructure. This position utilizes the Capital Asset and Resource Management Application (CARMA) program which is part of the commercially developed computerized maintenance management system known as the MAXIMO system. The dedicated focus of this position is to plan and schedule maintenance activities to accomplish Reclamation's mission to provide water and power to its customers, as well as achieve a high level of efficiency, integrity, safety, and reliability to our projects and programs. - Serves as an Area Office specialist in planning work as part of the maintenance program, including the development of standard Job Plans and the development and assembly of job packages. - Serves as an analyst and management adviser in formulating, planning, executing, evaluating, and reporting on the area offices maintenance program. - Responsible for the overall management, control, coordination, support, and execution of assigned programs. - Assists with the coordination of specialized maintenance worker training.

GS-09: To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to at least the GS-07 in Federal service. Specialized experience at this level is defined as experience 1) Assisting with planning and scheduling maintenance activities, data collection and technical support; 2) Preparing records and reports in an automated maintenance control data system; and 3) Planning work as part of the maintenance program, including the development of standard Job Plans and the development and assembly of job packages. These examples are not all inclusive. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field such as Construction Management, Business, Science, or Engineering Technology, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to at least the GS-08 in Federal service OR 2 years of progressively higher level graduate education or a master's degree in a field related to the work of the position. Specialized experience at this level is defined as experience utilizing a computerized maintenance management system (MAXIMO and CARMA) to track maintenance operations, repair history and documentation of current and future maintenance operations for facilities and operating equipment at multiple sites and facilities; AND experience formulating, planning, executing, evaluating, and reporting analysis of maintenance data and/or key performance indicators for reporting corrections or needed improvement to maintenance processes and program. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field such as Construction Management, Business, Science, or Engineering Technology, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/05/2024.

Education

This vacancy announcement allows substituting education for experience.
