Duties

As a FACILITIES OPERATIONS SPECIALIST at the GS-1640-12/13 some of your typical work assignments may include: Serves as a facilities specialist exercising technical oversight of all local and regional offices located in several states across the country and serves as the subject matter expert for all aspects of space allocation and utilizations, space management, relocations, contingency of Government operations (COOP), reporting, and contracting record keeping requirements. The incumbent serves as technical advisor on operations and maintenance facility matters within agency. Advises senior and subordinate staffs as to the adequacy and physical condition of facilities; recommend actions necessary to provide for facilities readiness. Manages and controls project schedule milestones and budget planning through construction and initial operations. Measures and monitors performance to assure commitments of all parties are being maintained. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon scope, schedule and cost. Coordinate on work plans for facilities being revitalized through SRM funding. Oversee and report progress in preventive maintenance and demand maintenance programs for all DoDEA facilities. Serves as a source of consultation for other facilities program managers and program specialists to resolve issues and provide advice on issues and matters where policies or decisions covering major areas of uncertainty in approach or methodology are required and where new techniques or information must be deployed.

Qualifications

This position has a Basic Requirement for the (1640) series: Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Experience Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. To qualify for the GS-13: you must have one year of specialized experience at the GS-12 Specialized experience includes: Expert knowledge of policies and procedures of the functional and administrative areas such as contracting, i.e. federal acquisition register (FAR), finance, and accounting, budget, counsel, and information management and others to coordinate, facilitate, and resolve issues. Knowledge of computer hardware/software technologies in order to develop schedules, analyze and evaluate the actual or potential effectiveness of proposed space layouts and emergency plans. Knowledge of Support Agreements, Memorandum of Understanding, Memorandum of Agreement processes and procedures. To qualify for the GS-12: you must have one year of specialized experience at the GS-11 Specialized experience includes: Expert knowledge of a wide range of DoD and GSA operating procedures, administrative policies, and organizational practices governing building operations, building services, and space and utilities management for federal government facilities. Expert knowledge of the full range of principles, concepts and methods associated with the life-cycle management of renovation projects to include planning, monitoring, operating and implementation of those projects in order to execute assigned projects and resolve problems or issues that impact the project. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.
