The purpose of this position is to perform clerical and technical level work in support of the full spectrum of payroll and timekeeping functions for the Battle Creek VA Medical Center. Incumbent performs work related to determining pay, maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government.
Duties
Major duties include, but are not limited to:
Performs clerical and technical level work in support of the full spectrum of payroll timekeeping functions for the Battle Creek VA Medical Center.
Performs work related to time entry to determine pay, maintain payroll records, and completing related reports pertaining to civilian employees of the Federal Government.
Completes a variety of complex pay transactions within the full range of payroll functions for positions involving pay plans unique to the agency and for positions with a variety of different types of appointments or employment situations and conditions such as career conditional, temporary, intermittent, part-time, etc., each with differing pay entitlements, leave, deductions, and benefits.
Applies pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, allowances, etc., which at times involve conflicting requirements.
Determines the completeness, accuracy, internal consistency, and propriety of the pay action and ensures they are made in accordance with compensation and related pay scales, rules, regulations, and instructions.
Makes complex pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and which may be retroactive over an extended period of time.
Handles written and verbal inquiries from employees and supervisors concerning time, pay and leave issues.
Maintains time and payroll records on all employees, including Family Medical Leave Act (FMLA), Continuation of Pay (COP), Leave without Pay (LWOP) and Military Leave records.
Prepares assigned payroll -related reports and assures that submission is on a timely basis.
Trains approving officials and conducts semi-annual audits of unit records to assure conformity to regulations.
Provides advice and instruction to supervisors and Service Chiefs responsible for approving leave and certifying timecards.
When audits reveal unsatisfactory timekeeping practices and conditions, incumbent actively works to ensure training and follow-up occur.
Work Schedule: Monday-Friday, 8:00am-4:30pm
Compressed/Flexible: This position may be authorized for a compressed/flexible schedule. Eligibility will be discussed during the interview process.
Telework: Available 3 or more days per pay period, after completion of training period.
Virtual: This is not a virtual position. You will report on station at Battle Creek VA Medical Center.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of complex pay and leave laws, regulations, and procedures that cover a wide variety of different appointment authorities and pay schedules; recording, reconciling and balancing pay data by a large number of differing appropriations, allotments, or cost centers for accounting, budget, or other management purposes; regular and recurring application of pay and leave laws, rules, regulations and agency policy regarding entitlements to overtime, differential, hazardous duty, holiday and special rates, premium pay, allowances, etc., relating to pay covering Title 5, Title 38, Hybrid 38, and wage grade pay structures.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mainly sedentary; however, there is some walking, bending, lifting and carrying of light objects.

Education
As a general rule, education is not creditable above GS-5; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
