Duties
Plans, coordinates, and executes appraisal assignments including gross, brief gross, planning estimates, and fully individual appraisals.
Provides administrative and technical recommendations.
Conducts appraisals for acquisition purposes that include, commercial, residential and industrial, and development projects to assess the fair cash market value of fee title, qualified fee, leasehold interests and various types of easements.
Review appraisal prepared by contract appraisers.
Review Informal Value Estimates or Waiver Valuations prepared by Realty Specialists in Baltimore District.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must obtain and maintain a Certified General Appraiser certification.
- The incumbent must maintain quals as appraiser. The conditions of cert and licensing were extended to federal appraisers by virtue of the ER 405-1-4. This includes min of five years' exp. in real estate appraising as Certified General Appraiser.
- Travel is required 25% of the time.
- Incumbent is required to obtain and maintain a valid state driver’s license.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08. Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- Upon notification, must obtain and maintain security clearance up to TS SCI Security Clearance and must be able to pass a polygraph test and continue to pass periodically; upon designation as a TS or higher, position becomes drug testing position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-12 Specialized Experience
One year of specialized experience which includes: (1) Distinguish and analyze structural features (i.e. age of construction, approachability, renovation completed) to assess the value of the underlying assets; (2) Use appropriate data and valuation methods to establish and prepare appraisal for a variety of real property; (3) Collect data through all possible sources to develop, write, and produce professional appraisal reports; (4) Proficient with appraisal software applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
