This position will serve as a Supervisory Police Officer (Captain) located within the Department of Veterans Affairs (VA), Veterans Health
Administration (VHA), Police Service (PS). The mission of the PS is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities.
Duties
Major duties include, but are not limited:
Directs and/or performs a variety of supervisory and non-supervisory policing law enforcement assignments and projects that are performed on Departmental property; including any properties owned, leased, or licensed when consistent with Federal laws, regulations, VA policy and operational guidance.
Works in collaboration with the Major who serves as the incumbent's immediate supervisor. Manages, supervises and coordinates law enforcement activities for a police department.
Provides leadership in protecting Veterans, volunteers, and others on Departmental property, U.S. officials, and other individuals during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations.
Performs various law enforcement and administrative functions throughout VA. Manages, supervises and coordinates the VHA, PS law enforcement activities for designated assigned area.
Performs a broad range of supervisory responsibilities over other law enforcement policing staff. Serves as a watch commander or administrative lieutenant at the geographic area level. Participates in Incident Command roles as needed during serious incidents.
Supervises a team of police lieutenants, sergeants, police officers, detectives and other law enforcement staff, who carry out day-to-day, routine crime suppression and investigative functions. Supervises the administrative and support functions of nonsworn personnel. Inspects personnel, facilities, and tactics for safety and/or training needs. Establishes priorities to coordinate, plan, organize and complete work effectively and efficiently to ensure all policies and procedures are followed and adhered to.
Prepares, conducts, and reviews performance evaluations; takes disciplinary actions; and identifies and conducts specific designated training. Approves and monitors leave requests. Evaluates officers and other staff in performance reviews, and coordinates evaluations with the Captain. Identifies the development and training needs for the PS staff supervised. Interviews and hires sworn and civilian personnel for his or her assigned area.
Oversees the functions of the patrol officers and detectives to ensure compliance with the Department policies, procedures, regulations and standards. Formulates and issues written instructions and procedures and special instructions for non-routine or complex assignments or to clarify published guidelines.
Conducts or coordinates long- and short-term investigations when solutions cannot be achieved during a normal patrol shift. Evaluates crime prevention programs and recommending changes to reduce opportunities for theft, assault, illegal entry, or other kinds of violations.
Work Schedule: 7:00am - 7:00pm based on needs of the facility. Compressed/Flexible Schedule: Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service.

- Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property.
- New VA Police Officers are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.

You may qualify based on your experience as described below:
Minimum qualifications for this position at the GS-10 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the Federal service (or equivalent pay band), that provided a knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property?
Specialized experience includes: Supervising/leading and providing guidance/direction to law enforcement personnel at various levels on duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; performs various administrative functions to include review and prepare police activity reports and correspondence, prioritizing, approving/disapproving work assignments, monitoring budget and budget requests, managing/overseeing personnel activity, etc.; may have served as an assistant to a Police Captain within a police force. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.
Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
