We expect to fill two vacancies at this time; however, additional positions may be filled from this announcement if they become available.
Duties
Performs various fluid mineral field inspections to ensure compliance, enforces all applicable laws, regulations, and terms/conditions specified in approvals.
Completes right-of-way inspections for previously authorized surface disturbing activities.
Lead a diverse team of resource specialists from both government and industry to document potential impacts of the proposed action.
Complete various types of NEPA documents, using scientific and technical knowledge of natural resources and the physical sciences. The development of these documents requires effective written communication skills and strict attention to detail.
Performs other duties in support of fluid minerals workload as assigned by the supervisor. Duties may include file/records management, as well as collateral duties to support local Field Office operations.

Qualifications

A valid state driver's license and gaining a US Government Motor Vehicle Operator's Identification Card are required.

FOR GS-07: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples:
Knowledge or application of theories, principles, and practices of natural resource management that is sufficient to solve routine problems.
Has working knowledge of or familiarity with fluid minerals or similar management and development practices.
Has experience with various office computer systems, applications, software, and field equipment.
Be able to navigate to remote field sites via GPS, map, or other device and be able to safely operate four-wheel drive vehicles on unimproved roads under various weather conditions.
Understands concepts of field work or has general field experience to analyze and evaluate environmental conditions.
Introductory knowledge of NEPA documentation. Has knowledge about participating in interdisciplinary teams.

-OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
FOR GS-09: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples:
Knowledge and application of theories, principles, and practices of natural resource management that is sufficient to solve routine problems independently.
Has working knowledge of or familiarity with fluid minerals or similar management and development practices.
Has experience with various office computer systems, applications, software, and field equipment.
Be able to navigate to remote field sites via GPS, map, or other device and be able to safely operate four-wheel drive vehicles on unimproved roads under various weather conditions.
Understands concepts of field work or has general field experience to analyze and evaluate environmental conditions.
Fundamental experience with NEPA documentation. Has experience participating in interdisciplinary teams.
-OR- Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
-OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Physical Demands: Working conditions may vary from general office and computer work to performing field work and attending meetings and trainings. Occasional overnight or weeklong travel for trainings may be required. Field work involves hiking and other vigorous work under adverse climatic (heat in excess of 100 degrees F. and cold below 0 degrees F. heavy winds, snow, etc.) and topographic situations (moderate elevation ascent/decent, rocky and uneven terrain, navigating around canyons or buttes, etc.) This position requires the incumbent to have a valid driver's license in order to operate a motor vehicle. Average physical conditioning and dexterity is required to perform the field duties of this position. Hiking up to three miles one way on uneven terrain with safety and field gear is required on occasion.
Work Environment: Works in three principal settings: (a) office, (b) travel to isolated locations, and (c) inspection sites where protective clothing and safety precautions are required, and work around heavy construction equipment and dust may be required. Work environment involves high risk with exposures to potentially dangerous situations such as direct sunlight, extreme cold, windburn, thorns, poisonous gas, oil and gas spills, wellbore blowouts and other potentially dangerous oil and gas operations which pose a threat to human health and safety and the environment.
Education
This position has an individual occupational requirement. In order to qualify, you must meet one of the below:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
