Duties

Responsible for designing, developing, evaluating and providing educational or training services in management and specialty training programs. Develops courses for distance learning applications, such as web-based and computer-based solutions for virtual classroom environments. Conducts needs assessments and task analyses, as they pertain to the curriculum development. Responsible for review of existing materials, manuals, programs, and curricula, both inside and outside of the Federal Bureau of Prisons (BOP), for use in designing training program. Develops web-based instructional material and computer-based training applications for virtual classroom environments.

Qualifications

Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. AND Education: There is no substitution of education for specialized experience for this position. Experience: One year specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience could be: Experience analyzing training needs and designing, developing, implementing, and evaluating computer based adult instructional courseware. Experience designing and programming online courses and integrating training products into an enterprise-wide learning management system. Experience with the development of e Learning, web-based, audio-visual and computer-based training. If applicable, credit will be given for paid and unpaid experience.
