Duties

Assists with the overall execution of activities of the Fire Intelligence Section of the Southern California Geographic Area Coordination Center (GACC). Identifies shortages of critical resources and provides information for determining allocation and priority setting of personnel, aircraft, crews, equipment, and supplies. Interprets fire indices, fuels conditions, current and forecasted weather, and historical fire occurrence levels to develop analysis. Provides fire behavior predictions for fire managers, agency administrators, fire information personnel, and incident commanders. Analyzes the GACC wildland firefighting preparedness level and makes recommendations on setting of the GACC levels to leadership. Assists in the development of Intelligence Section planning documents, including operating plans, public affairs plans, communication plans and related sections in the Area Mobilization Guide. Assists in the review and preparation of policy statements, instructional memoranda, information bulletins, manual supplements, handbooks, operational plans and guides pertaining to interagency dispatching and intelligence operations. Works closely with dispatch, fire management staff, multi-agency coordination group to track and monitor resources, and maintains a system to status and prioritize incidents and resource allocation. Represents all agencies affiliated with the GACC when providing information for the news media, general public, and other nonaffiliated agencies with fire management interests. Prepares and conducts written and verbal briefings for agency administrators, fire management staff, Multi-Agency Coordinating groups, political representatives as well as media, and other specific interest groups. Provides operational oversight, guidance, and limited supervision for up to six intelligence support personnel. Collects and consolidates daily incident reports and preparation of the GACC incident situation report and morning briefings report. Disseminates reports to federal and state agencies and maintains continual provision of intelligence through verbal and written communications. Prepares information for daily briefings to include information on large incidents or problem incidents, multiple situations, resource availability, fuels analysis forecasts, and other significant or major events pertaining to all incidents.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: 90 Day Prior Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire: (1) Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires. (2) Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-9: Assist with overall execution of activities within a dispatch center, including a fire intelligence section, interpreting fire indices, weather, and patterns in the area. Identifies critical shortages of resources and aids in the determination of allocation and priorities of resources, such as personnel, aircraft, crews, equipment, and supplies. -OR- Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For the GS-8: Leading a team of dispatchers in the collection of wildland fire data in the dispatch operations in response to prescribed and wildland fires; Coordinating and leading other dispatch employees by anticipating fire suppression needs and determining resource allocation; Inputting data into various computer applications and dispatch systems. -OR- Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Physical Demands: Work is primarily performed in an office setting. Long hours of sitting, intense concentration, and working at peak proficiency level with irregular breaks/mealtimes are frequent, prolonged demands of the job. You are subject to work shifts of 12-14 hours per day for extensive periods. Vehicle and aircraft travel associated with field visits and other administrative travel may be required. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial/government vehicles, (e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals).
