The Women Veterans Program Manager (WVPM) demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. The WVPM plans and coordinates access to comprehensive medical care for women Veterans and achieves program goals and outcomes, including care for gender-specific conditions and mental health conditions in a variety of settings, such as primary care, specialty clinics, mental health, and inpatient care.

Duties

Program Management Reports directly to the Chief of Staff Provides expert input in the strategic planning, mission, operational planning & policy development for STVHCS efforts. Chairs the STVHCS Women Veterans Health Committee. Collaborates with STVHCS leadership to assess, design, measure & evaluate health care delivery to women Veterans. Participants in regular STVHCS Environmental Rounds to assess compliance for women health care policies. Conducts regular visits at each STVHCS (VA & contract) Community Based Outpatient Clinic (CBOC) to ensure the health care & environmental needs of women Veterans are met & staff concerns are addressed. Resolves complex ethical concerns that influence women health care delivery at the STVHCS. Provides leadership in the development of policies & systems that enable organizational success to manage bioethical matters & protects the Veteran & her family. Promotes a practice environment that empowers STVHCS providers & staff to execute effective compassionate inpatient & outpatient care. Assess & evaluates factors related to safety, outcomes, effectiveness, cost & social influences relative to women health care. Aggregates women data & participates in performance measures reviews to assess & evaluate the local program compliance & collaborate with staff to develop change as needed. Participates in STVHCS and VISN strategic planning process to forecast resource needs for long term goals of the Women's Health Services. Mentors & precepts staff as needed. Participates in New Employee Orientation Programs to ensure awareness of the needs of women Veterans, the role of the WVPM & contact information. Assess plans, implement & evaluates strategies with STVHCS education department to meet the educational needs of the women health team. Maintains personal professional growth, knowledge & skills based on current literature through self-study & attended seminars & conferences with a women health focus. Serves as an education resource expert on women's health care needs. Collaborates with Human Resource staff in the development of functional statements, position descriptions & competencies for nursing & support staff. Evaluates professional practice relative to the women's health program based on established professional regulatory standards. Recommends changes as needed to ensure compliance. Serves as a catalyst for culture enhancement for women Veterans & staff awareness across service lines throughout STVHCS. Identifies a WVPM liaison in each CBOC & maintains professional relationship to ensure the needs of women Veterans are met in each CBOC. Coordinates STVHCS women outreach & in-reach programs & activities Identifies opportunities to collaborate with community organizations to increase awareness of health care services for women. Collaborates with community agencies to design, develop & implement outreach activities to enhance women Veterans' awareness of available health care services. Serves as the women health representative for designated STVHCS, network & national committees. Develops & maintains effective working relationships with women Veterans groups & Veteran Service Organizations. Coaches colleagues through team building, STVHCS committees & task groups participation relative to women health care. Shares clinical & professional expertise as relates to women health care. Promotes public relations & outreach within the community served by the healthcare system. Conducts in-reach to ensure a strong collegial relationship among STVHCS staff & leadership. Provides collegial support & women health knowledge for providers & staff in the CBOC. Identifies outcomes of women Veterans' health care that requires improvement. Initiates or leads quality improvement teams to collect data, analyze results & design practice changes to enhance & evaluate health care outcomes. Serves as a consultant & role model in clinical practice collaborating with the appropriate disciplines in order to maximize women Veterans' access to care. Conducts regular in-patient visits as warranted to meet with women Veterans. Encourages & participates in work groups to validate & improve health care for women that is based on current research based knowledge & findings. Serves as a resource in the promotion of research for women Veterans. Participates in research efforts & collaborative activities Conducting outreach activities: mailings, public speaking, public service announcements, health fairs, recognition ceremonies, workshops, education seminars etc. Work Schedule: Monday - Friday, 0800-1630 Telework: Not available Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. License: Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Masters Degree Background in Women's health Supervisory Experience At least five (5) years of clinical experience Executing comprehensive planning for women's health issues to improve overall quality of care provided to achieve program goals and outcomes. Revising existing and developing new women's health policies, procedures where needed. Identifying opportunities for improved care and implementing programs to do so. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Light lifting, under 15 pounds; Light carrying, under 15 pounds; Reaching above shoulder; Use of fingers; Both hands required; Walking (1 hour); Standing (2 hours); Ability to distinguish basic colors; Hearing (aid may be permitted); mental & emotional stability.

  3. ACEN/NLNAC or CCNE program or degree accreditation may also be found under the U.S. Department of Education
