This position is part of the Defense Media Activity, Defense Media Activity. The incumbent will be responsible for designing, acquiring and implementing media distribution systems, including those in the American Force Network Broadcasting Center, the central hub of the network that operates 24x7x365. Systems support global media distribution to forces stationed overseas and at sea.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Supervisory Telecommunications Specialist at the GS-0391-13 some of your typical work assignments may include: - Research, engineering, design, acquisition, implementation, configuration management, and technical operations of specialized broadcast equipment and systems within the broadcast and production facilities of the American Forces Network (AFN) Broadcast Center. - Oversees, manages, and resolves technical problems with all types of live, on-air Radio and Television systems such as: satellite signal encryption, transmission, reception, and decoding systems; multi-channel television and radio automation systems, broadcast networks; and Video-on-Demand and IP streaming of radio and television contribution systems. - Serves as a senior designer and systems architect providing guidance, instruction, training and assistance to junior electronics technicians to ensure uninterrupted 24/7/365 broadcast and production operations. - Serves as a subject matter expert on major subsystems to drive the implementation of technologies such as AFN Streaming Radio (AFN Go) and Television IP delivery (AFN Now). - Stays abreast of technological state-of-the-art telecommunications equipment to ensure recommendations for broadcast, production, web, and transmission equipment, specifications, performance and technical standards meet existing and future mission needs. - Performs short and long range planning including developing annual funding requirements and equipment life cycle programs. - Responsible for compliance with the DMA internal management control program and for accomplishing reviews and vulnerability assessments.

  • Must possess or obtain a valid driver’s license in order to operate a motor vehicle (sedan or van).
  • Must be able to lift and carry support equipment, up to approximately 50 pounds, for extended periods of time.
  • Travel to contingency or hostile fire zones to install equipment, or for surveys and broadcast operations may be required.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: - Research, engineer, design, acquire, implement technical operations of equipment and systems within television broadcast and production facilities. - Perform analytic and evaluation duties in connection with the planning, scheduling, acquisition, installation, integration, modification, and testing of broadcast telecommunications systems equipment and commercial services. - Conduct periodic inspections of equipment areas to ensure the highest possible technical and operational standards are maintained. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391, series as listed below: Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. or Experience Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
