Duties

As a INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) you will be responsible for the following duties: - Collaborate with key stakeholders to ensure the vision and roadmap accurately represent the NBIS solution. - Facilitate continuous grooming of the Solution backlog, ensuring prioritization and allocation of capabilities. - Facilitate Program Increment (PI) planning; synchronize efforts, connect teams to solve problems and information gaps, and build consensus/commitment to solution objectives. - Coordinate delivery throughout PI execution to ensure successful, cadence-based delivery of the NBIS solution. - Coordinate regular synchronization meetings and solution demonstrations, ensure integration of various parts of the overall solution, track and manage risk, and work with key stakeholders to support release activities. - Collaborate with key stakeholders and program leadership to build a culture of continuous delivery and architectural flexibility, overcome communication challenges between teams, provide process leadership, and align teams towards a common goal. - Lead continuous process improvement across the NBIS Development Program and optimize flow through identifying meaningful metrics, measuring, evaluating, and streamlining delivery.

AND Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience utilizing agile IT project management and/or other agile software development management methodology. Executing software delivery planning, prioritization, resource allocation, and risk management. Demonstration of effective oral and written communications skills. Integrating IT project and/or product teams. Defining measuring and tracking against performance metrics. Specifically you will be evaluated on the following competencies: 1.Leadership- Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. 2.Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 3.Project Management- Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. 4.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 5.Information Technology Configuration Management- Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations.
