The primary purpose of this position is to perform the full range of journey level plumbing and water treatment distribution duties such as installing, repairing, and modifying water supply, sewage disposal, gas distribution, and similar equipment.

Duties

- Performs proper installation and maintenance of water treatment distribution systems. - Performs removal, inspection, troubleshooting, disassembling, repair, adjustment, assembly, and installation of various plumbing systems and water treatment distribution equipment including backflow prevention devices such as reduced pressure principle devices, double check devices, atmospheric vacuum breakers, and other cross connection devices. - Troubleshoots/tests various plumbing systems and equipment including backflow prevention devices such as reduced pressure principle devices, double check devices, atmospheric vacuum breakers, other cross connection devices and water treatment systems including chlorinators and pumping stations. - Uses and maintains tools such as tapes, rules, plumb bobs, hand and power pipe threaders, cutters, pipe wrenches, angle drills, hacksaws and power saws, power sewer cleaning equipment, various gas detectors and meters, and lead pots. - Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

  • The work may require the employee to drive a motor vehicle. As appropriate, valid driver’s license may be required for the position.
  • As required, may train and/or guide other personnel in performance of plumbing duties.
  • Shift work may be required.
  • A State of Nevada Water Distribution Operator, Grade D-2 Certificate and a State of Nevada Water Treatment Operator, Grade T-2 will be required within one year of employment.
  • As required may have to obtain specific certification or training in Fire systems inspections and maintenance.
  • Must pass an initial preemployment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • All accomplished assigned duties must meet Federal, State and Unified Plumbing Code requirements.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 - Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the Ability To Do the Work of a Water Treatment Operator (Plumber) without More than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of safety regulations, procedures, and practices. Knowledge of non-filtration processes normally associated with pretreated or ground (well) water treatment process to change the taste, odor, or chemical content of the water. Knowledgeable of proper procedures for monitoring and maintaining the quality of swimming pool water and chlorination levels. Skill in installing, modifying, and repairing new and existing utility, supply, and disposal systems and equipment without more than normal supervision. Skill in using and maintaining tools and equipment such as rules, levels, plumb bobs, dividers, various gauges and meters, various drain cleaning devices, hydrostatic pumps, and torches. Skill in the use of instruments such as spectrophotometers and colorimeters to read PH as well as free chlorine and turbidity measurements. Skill in troubleshooting plant operations and performing minor maintenance repairs on plant equipment and computerized water monitoring system. Skill in repairing sewage lift station pumping equipment such and submersible sewage ejection pumps and float systems. PHYSICAL EFFORT: Considerable walking, standing on concrete floors and uneven surfaces, and climbing stairs and ladders. Light to moderate physical effort is necessary to turn valves and move chlorine cylinders and chemical drums. The plumber makes repairs and installations from ladders, scaffolding, and platforms, and where the parts of systems worked on are in hard-to-reach places. This requires the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The plumber frequently lifts, carries, and sets up parts and equipment that weigh up to 40 pounds unassisted and over 40 pounds with assistance. WORKING CONDITIONS: The work is done inside and outside and is usually dirty, dusty, and greasy. The plumber is sometimes required to make repairs and installations outside in bad weather. Occasionally makes repairs in areas where bad smelling fumes are present. The plumber has occasional exposure to the possibility of broken bones and frequent exposure to the possibility of scrapes, burns, and infections. Employee may be exposed to hazardous chemicals (i.e., chlorine, gas, acids, caustics, reagents, solvents, oils, greases, etc.) May be required to wear safety equipment, such as safety shoes, glasses, gloves, and hard hats and other personal protective equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
