This position is placed in the DCSA HCMO - Employee & Leader Development Division is seeking an Instructional System Specialist (Program Evaluation and Assessment) to serve as the Chief of Curriculum Development & Instructional Technology. In this role you will perform a variety of instructional systems design functions & duties, with primary concentration on agency-level program evaluation & assessment in support of continuous improvements to training, education, and professional development.

Qualifications

This position has a Basic Requirement for the 1750: A Degree is required that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Lead a team in all phases of instructional systems design (ISD). Develop or conduct needs and/or occupational analyses to determine the requirements for revision of existing or development of new instructional program. Assess learning outcomes, instructional design, and effectiveness of curricula and instructional programs, using qualitative & quantitative methods and tools. Manage administrative activities necessary for conducting instructional programs, including the organization, operation, and resource management to facilitate instruction and future planning. Lead and manage complex short to long-range learning programs or instruction design projects. Specifically, you will be evaluated on the following competencies: Instructional Design - Evaluate, plan, coordinate, and develop components of instructional design. Instructional Program Administration - Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities required to conduct instructional programs. Manage the organization, operation, and resources to facilitate instruction and future planning (e.g., personnel, technology, equipment, facilities, budget, contracting, and other resource requirements). Instructional Program Evaluation - Assess the learning outcomes, design, and effectiveness of curricula and instructional programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation/adoption, and to inform instructional decisions. Needs/Occupational Analysis - Conduct needs and/or occupational analyses to determine the requirements for revision of existing or development of new instructional programs. Program Management - Knowledge of design, development, implementation, delivery and evaluation of assigned programs.
