This position is located at the VA Portland Health Care System (VAPORHCS) in the Office of the Director. The purpose of the Equal Employment Opportunity Program Manager is to establish a highly visible position to raise the consciousness and awareness of the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) within VAPORHCS, a level 1A tertiary medical center.
Duties
The incumbent serves as the principal advisor, subject matter expert and spokesperson in the area of EEO/AE (including Special Emphasis Programs), D&I, ADR, CR external programs, and Reasonable Accommodation (RA) for the Health System Director, service line executives, supervisors and employees. The incumbent directs and is responsible for all aspects of the program areas including program development, administration, consultation, evaluation, training, reporting and advisory functions. While fully responsible for the operation of the Health System's EEO program, the incumbent assures that all actions, decisions and plans are in accordance with Human Resources regulatory guidelines by collaborating with the Chief, Human Resources Management.
Major duties include but is not limited to:
Serves as an expert in the areas of program analysis, evaluation, and assessment in the area the Minority Veterans Program (MVP).
Collaborates in a team-oriented, customer-driven, professional environment to develop new models of care that emphasize prevention, improve access and coordination of care; educate and empower Veterans and their families; enhance the customer experience with positive human interactions and therapeutic alliances; and promote the coordination, continuity and integration of care. Demonstrates flexibility, integrity and accountability with a work ethic that emphasizes excellence and quality; builds customer confidence by professional dress and demeanor.
Develops policy for and/or evaluates equal employment activities, or functions.
Reviews new or proposed personnel policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies.
Conducts analyses and develops statistics upon which realistic affirmative action goals can be based.
Provides managers and employees with information about the organization's personnel policies, procedures, and guidelines.
Provides management with thorough and conclusive advice on the legal precedents and requirements of the equal employment opportunity program for the agency.
Advises the Director and other top management staff of the disposition of EEO cases and negotiates with complaints, attorneys and management to facilitate settlement.
Develops solutions to extremely complicated problems with potential to impact all employees or the entire personnel program for the organization.
Serves as the technical expert for the agency in EEO complaints.
Plans, initiates, and/or conducts program surveys, studies, or evaluations.
Develops methods of measurement that provide a valid assessment of the success of the equal employment opportunity program or related initiatives in accomplished established goals and objectives.
Serves as the primary agency technical authority with respect to regulatory impact upon a sensitive or rapidly evolving equal employment opportunity program.
Keeps abreast of equal employment opportunity events occurring within and outside of the agency to anticipate the need for initiating action.
Work Schedule: Monday - Friday,7:30am to 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Extensive knowledge of Federal EEO laws, regulations and principles, Executive Orders, policies and principles governing Federal EEO/AE, D&I, ADR, CR as well as personnel administration compliance and enforcement skills, administrative, management and consulting skills, and knowledge of federal personnel administration.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, organizes, evaluates and advises on an organization's Equal Employment Opportunity (EEO) program; analyzes and recommends solutions to problems related to the administration and management of an EEO and/or related program; develops and implements affirmative action plans; advises management on specific actions in supporting affirmative action and devising strategies for handling EEO discrimination complaints; and develops new or revised personnel policies, procedures and guidelines. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
