The primary purpose of this position is to perform Industrial Engineering Technician duties in a Depot Maintenance Activity Group (DMAG) maintenance and repair environment.
Duties
Serve as chairman of planning teams, consisting of personnel from the production quality assurance, production and material control.
Provides engineering/planning support to workloads in progress.
Process, control, investigate, coordinate, maintain and initiate changes and supplements to technical and engineering data.
Prepares work control documents for DMAG workloads.
Conducts studies of the work area functions to determine measurable units for developing labor standards.

- The duty location for this position is (Davis Monthan AFB). However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series.Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position may be filled at the GS-9, or GS-11 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience (for positions at GS-4 and above): Examples of qualifying specialized experience include:
Experience that involved work measurement, simplification, and standardization.
Methods analysis and improvement.
Analysis and design of work center facilities and equipment.
Planning and control of industrial operations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying labor standards, production methods and engineering studies to work processes, planning industrial operations in repair, overhaul, modifications and material requirements; performing work measurements studies and analysis of design of work center facilities and equipment to perform complex assignments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Successful completion of two full years of graduate education in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position.
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes reviewing workloads and available technical data to determine type and scope of work. Determining work operations, methods of repair, labor and material standards, inspection requirements, quality control standards, flow standards and shop facilities requirements. Participating in workload negotiations as a technical representative and accepts and rejects work based on evaluation of resource capabilities. Establishing priorities and deadlines for various phases of work.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of standard accepted industrial engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study.
Knowledge of mathematics and statistical analysis techniques.
Knowledge of the operations, services, needs, and goals of management and their program(s) and the organizations studied or served, and related customers, functions, resources, and users.
Knowledge of DMAG repair facility work processes and methods.
Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders.
Knowledge of current automation technology and practices and the ability to evaluate the effectiveness of its use and provide assistance to others.
Ability to communicate well, both orally and in writing, and establish and maintain good working relationships.
Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions.
Ability to read engineering plans, technical data and specifications.
Ability to gather, analyze, and present data and supporting analyses such as manpower requirements evaluations, and contracting out studies.
Ability to research, analyze, interpret, and apply rules, regulations, and procedures.
Ability to plan, organize and direct the activities of lower graded technicians.
WORK ENVIRONMENT: The work involves moderate risks or discomforts that require special safety precautions when visting work sites. May be required to wear personal protective equipment. Some work may be performed outdoors at various times throughout the day. Otherwise work is performed in an office setting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
