The Department of the Navy Office of the General Counsel has been serving the Department since 1941 and is committed to developing innovative legal solutions to the business and other challenges facing the Navy and Marine Corps to enhance the war fighting capability of the Naval Service. You will find our attorneys stationed across the United States and worldwide, working with Navy and Marine Corps personnel wherever the Department's business is conducted. DON OGC also offers a great place to build a career. The position will be filled under the General Schedule (GS) pay setting guidelines at the GS-13,14 or 15 level and will have promotion potential to the GS-15 level. The grade level offered will be based upon the successful applicant's qualifications and experience, and funding availability. To be eligible for selection at the GS-13 level, the applicant must have in excess of two years of recent and relevant professional legal experience. To be eligible for selection at the GS-14 level, the applicant must have at least three- and one-half years of recent and relevant professional legal experience. To be selected at the GS-15 level the successful candidate must have at least five and a half years of recent, substantial, and relevant professional legal experience. Applicants will be evaluated on: (1) the depth, breadth, and quality of experience in IP law including: preparing and prosecuting patent applications with an emphasis on supporting technical areas related to NPS's research; experience in technology transfer; and experience in licensing, such as software licensing and electronic data licensing subscriptions; (2) research, analytical, writing, and oral communication skills; (3) interpersonal skills, including the ability to develop strong attorney-client relationships; (4) the ability to work both independently and as part of a team; and (5) ability to respond quickly and accurately in a fast-paced environment. The successful candidate should possess a Bachelor of Science or higher degree in an Engineering Major, Physics, Materials Science, or Chemistry. Applicants with other technical degrees will be considered if they have extensive work experience preparing and prosecuting patent applications. Knowledge of the DON and OGC is desirable, but not mandatory. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired The successful candidate will be expected to provide NPS clients with the full range of IP legal services and will be expected to assist in expanding NPS OGC IP practice. This will require rapid assimilation of information and proven analytic ability to identify and communicate operational flexibility and compliance requirements effectively. The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court, and be eligible to obtain and maintain a Secret security clearance. Applicants must also be registered to practice before the U.S. Patent and Trademark Office.
