This position is in the Bureau of Population, Refugees, and Migration (PRM), Office of Public and Congressional Affairs (PCA) and is responsible for monitoring and analyzing Congressional interest and engagement in PRM policies and programs, including monitoring the appropriation process as it relates to PRM’s funding accounts. Also, provides analytical and advisory functions with regard to legislation and Congressional statements that impact humanitarian polices or programs.
Duties
Monitors and analyzes Congressional interest and engagement in PRM policies and programs, analyzes legislation impacting humanitarian policies and programs, and develops and implements initiatives to improve Congressional engagement and support.
Serves as the Bureau’s focal point for direct official contact from Congress on PRM programming or policies, including but not limited to inquiries from Congressional staff about the status of individuals in the U.S. Refugee Admissions Program.
Participates in interagency meetings and makes recommendations to these bodies, Department management, and Bureau leadership on policies or approaches that will assist in achieving humanitarian goals and objectives vis-à-vis Congressional engagement.
Provides policy guidance in relation to Congressional engagement and interactions to PRM staff and provides substantive input to senior management in analyzing policy options and developing strategies for achieving short- or long-term goals.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience tracking, analyzing and evaluating legislative matters used to provide interpretive guidance and advise senior leadership.
Experience establishing and maintaining effective working relationships with Members of Congress, their staffs, and Congressional committees.
Experience briefing on refugee and other humanitarian programs.
There is no substitute of education for specialized experience for the GS-13 position.
