The Atlanta VA Health Care System - VA Southeast Network (VISN 07) is recruiting for an Optometrist in Surgical Service. This is an optometry position that encompasses in-person and that reports directly to the Chief of Ophthalmology at the Atlanta VA Eye Clinic. The optometrist is responsible for in-person patient care per the discretion of the Chief of Ophthalmology.
Duties
Duties include, but are not limited to:
Clinical Responsibilities:
Responsible for the diagnosis and treatment of patients with medical and surgical diseases, accomplished through in-person clinic at the Atlanta VA Eye Clinic or a satellite office.
Actively participate in patient care and provide high quality care regardless of the method of eye care delivered.
Responsible for the diagnosis and treatment of patients with medical diseases, accomplished through ambulatory and bed-based resources assigned to Ophthalmology and Optometry. She/he must actively participate in patient care through hospital rounds, morning reports, conferences, consultations, participation in ambulatory care, assigned call duty, and other similar activities.
Participate in peer review.
Responsible for coordinating and identifying patients that require a higher level of care and refer to ophthalmology, and contact patients to help arrange follow up care and ancillary tests throughout the medical center, with the aid of an ophthalmologist.
Utilizes the general clinical privileges which include ordering diagnostic tests as appropriate, writing prescriptions for medications or other items on the hospital formulary.
Independently exercises creativity in solving problems without direct supervisory guidance to meet the varying needs of patients.
Academic/Teaching/Training/Education:
Participates fully in educational development through staff and section meetings and assumes responsibility for professional development by attending relevant training and regularly reviewing literature to improve on clinical competencies and meeting professional continuing education requirements to maintaining current competence and licensure. Is compliant with required ongoing VA online training such as Talent Management System (TMS). Seeks out other training in TMS which would be beneficial to career development and/or improvement of patient care.
Research/Program Evaluation:
Participates, where and when appropriate, in program evaluation.
Administration
Participates, when appropriate, in performance improvement projects, maintains accurate and timely patient medical record entries in Computerized Patient Record System and any other electronic health record being utilized. Complies with VHA Privacy Policy (HIPPA) requirements. Cooperates and assists Eye clinic and/or CBOC clinic administration in activities to meet patient driven metrics.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
BASIC REQUIREMENTS:
United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Degree of doctor of optometry resulting from a course of education in optometry. The degree must have been obtained from one of the schools or colleges approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are:
(1) United States and Canadian schools or colleges of optometry listed as accredited by the Council on Optometric Education of the American Optometric Association, in the list published for the year in which the course of study was completed; or
(2) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth of the United States, or in the District of Columbia as qualifying for full or unrestricted licensure.
Licensure or Registration. Licensed to practice optometry in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Optometrists are required to possess full and unrestricted licensure and to maintain a current registration in their State of licensure if this is a requirement of the particular State. The facility Director may waive this requirement if the optometrist is to serve in a country other than the United States and the optometrist has licensure in that country.
Physical Standards. See VA Directive and Handbook 5019.
English Language Proficiency. Optometrists appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Preferred Experience: Completion of an Optometry Residency. Possess well-developed knowledge and/or skill in the areas of adult education principles for use in continuing education programs for both staff and patients, psychosocial aspects of health care required to provide comprehensive patient care, preventive medicine and primary care, the role of non-physician healthcare professionals and health care evaluation. A full-time employee, appointed on a career basis, with the expectation that tenure will span several years.
Grade Determinations:
Associate Grade. None beyond the basic requirements.
Full Grade. Two years of optometric practice or its equivalent. One year of approved residency training or its creditable equivalent acceptable to the Council on Optometric Education of the American Optometric Association is acceptable in lieu of the 2 years of practice. Candidate must have demonstrated the professional competence and performance necessary to provide independently the full range of clinical optometric diagnosis and treatment for all the most prevalent types of vision dysfunctions and the detection and referral of patients with ocular disease or ocular manifestations of systemic disease.

The full performance level of this vacancy is VP-12. The actual grade at which an applicant may be selected for this vacancy is in the range of VP-11 to VP-12.
