You will serve as a General Supply Specialist in the Supply Branch of the Property Management Division within the Corporate Operations Department of Naval Undersea Warfare Center, Keyport Division (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will provide Operating Materials and Supplies (OM and S) Hazardous Materials (HAZMAT) Warehouse Operations, Quality Assurance and Supply Management Support. You will be responsible for HAZMAT program management; performing warehouse day to day warehouse functions; performs quality assurance functions and provides supply management support to Keyport proper and detachments. You will engage with a wide range of individuals and audiences, orally and in writing, formally and informally, on matters of an operational, technical, and administrative nature in both structured and unstructured situations. You will be responsible for performing the full range of warehouse functions, including receiving, locating, issuing, disposals, inventory, storage, shipping, and re-warehousing items. You will decide on methods, procedures, and techniques proper for the work assigned and completed the work in its order of priority on a timely basis. You will report serious damages or deterioration of stock and conditions in the warehouse that are causing storage problems to the supervisor. You will operate electric, gasoline or diesel power forklifts during day to day warehouse operations. You will perform forklift operator maintenance on equipment in accordance with operational requirements. You will determine storage strategies to maintain segregation of HAMAT classes that cannot be stored together You will ensure items are correctly identified and proper procedures are followed for inspection, documentation, handling, material movement, preservation, and storage. You will ensure material has the appropriate Safety Data Sheets (SDS) when receiving or issuing HAZMAT material. You will utilize inventory management procedures to ensure the proper control and inventory accuracy of materiel on hand. You will serve as the Quality Assurance evaluator in support of the Inventory Accuracy Officer (IAO). You will perform quality control reviews and evaluations on transactions that directly impacted inventory accuracy. You will perform inventory counts as required to identify and correct inventory discrepancies and conducts causative research to determine causes of inventory discrepancies. You will review Financial Liability Investigations of Property Loss (DD-200) for lost, damaged, stolen or destroyed materiel and causative research for correctness. You will assign and monitor Corrective Action /Preventative Action plans based on recommendations and in concurrence with the IAO. You will coordinate operational planning, gathers and analyzes information to facilitate and support executive and operational level decision making and prompt policy. You will perform analysis, development, review, and administration of program plans and procedures. You will develop written plans and presentations on various programs or project status, problems, issues, milestones and other information.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • May be exposed to moderate risks, discomforts, and/or temporary harmful agents such as high level noise, fumes, dust, heat, cold, dampness, chemicals, drafts, poor ventilation, and the elements of weather such as rain, snow wind, etc.
  • Must have normal visual acuity and hearing acuity.
  • Must be physically agile and able to perform tiring tasks to include, climbing, stooping, bending, standing, or walking for long periods of time; lift, and carry office items, materiel and supplies weighing up to 70 pounds.

Qualifications

FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing warehouse functions and determining storage strategies/handling of hazardous materials. FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing warehouse functions and assisting with storage strategies/handling of hazardous materials. Education

The following education may be substituted for specialized experience at the GS-11:

A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
