THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) TITLE 32 PERMANENT, Position Description Number D2251000 and is part of the NH 157th Operations Group, National Guard. This position serves as the Commander of the 260th Air Traffic Control Squadron. This vacancy is to gather applications that may or may not result in a referral or selection.

Duties

This position serves as the Commander of the 260th Air Traffic Control Squadron. Directly or through subordinate supervisors, the incumbent directs and supervises staff functions affecting a diverse and very complex Air Traffic Control System. Ensures that the squadron meets all wartime combat readiness standards, domestic operations requirements, and provides guidance and direction to the squadron through planning, coordinating, and directing a variety of functions which include airspace management, airfield operations, air traffic control tower and ATC radar operations, and maintenance support for both fixed Air Traffic Control and Landing Systems (ATCALS) and Deployable Airfield Operations Systems (DAOS), to include Quality Assurance, Materiel Control, Maintenance Control, vehicle and powered support equipment maintenance, human resources development and management, information resource management, and logistics plans and programs. The position is responsible for environmental, safety and physical security programs.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Rotating shift work as required.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade/rank listed in the announcement. Military Grades: 03 to 05 Compatible Military Assignments: 13M3 GENERAL EXPERIENCE: Must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to at least GS-11 or GS-12, respectively. Experienced in a military or civilian air traffic facility. Experienced Air Traffic Controller leadership roles in multiple ATC facility-rated locations (control tower and radar). Experienced facility chief at low-density towers, radar or airspace information centers or served as a facility chief in tactical towers, GCA radars and AICs. Experienced in managing the administration work of an ATC facility. Formulated and coordinated letters of agreement, operations letters and facility memorandums. Prepared duty rosters and assigned duties to personnel. Knowledgeable in facility flight check requirements for navigational aids, radar and radio communications equipment. Experienced in the planning and organizing ATC activities for tower, GCA radar, airspace information centers and verified facility compliance with Army and FAA standards. Evaluated ATC operations and work performance. Reviewed and prepared reports. Coordinated ATC activities with other facilities. Prepared and updated situation maps. Prepared Standard Instrument Approach, Enroute, and Departure Procedures (TERPS) for assigned facility/NAVAID. Knowledge is mandatory of ATC procedures and techniques; AO planning and programming; aircraft accident and incident reporting and investigation procedures; hazardous air traffic report procedures (HATR); NAS management utilization and planning principles; federal rule-making actions; environmental requirements which apply to AO management; ATC management of mobile assets and unit type code taskings for AO; AMPOS functions; AM functions; principles of meteorology; USAF airfield and airspace criteria; radio interference reporting procedures; flight inspection of navigational aids and AO facilities procedures; theater air control system functions and operations and combat airspace management; International Civil Aviation Organization (ICAO), FAA, and notice-to-airman (NOTAM) procedures; and radar, navigational aids, and communications maintenance structure and responsibilities. It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position.

Education

Completion of high school and college are mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is mandatory. An undergraduate degree specializing in physical sciences and mathematics is desirable. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course.
