This position is located in the United States Department of Agriculture, Agricultural Research Service, Hydraulic Engineering Research Unit in Stillwater, Oklahoma.
In this position, you will provide support for the design, construction, installation, and testing of physical models and instrumentation used in research activities.
Duties
Assists in designing complex models for conducting tests on hydraulic structures.
Prepares specifications and working drawings for instruments, engineered systems, and support facilities.
Observes, describes, and photographs flow behavior during tests, and records and plots the raw data as needed during the progress of the tests.
Assists in conducting field experiments, while maintaining and adjusting systems to correspond with changing experimental requirements.
Engages with a team in the deployment and programming of field collection equipment as it relates to water resources.
Performs surveys, and develops structural and mechanical details for construction and installation of scale and prototype structures and channels.
Compiles and displays test data using appropriate computer programming languages and software.

In addition to the basic requirements below, all applicants must also meet the following minimum qualification requirements:
GS-07:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting in the conducting of field experiments; analyzing data from physical models or field experiments; and operating or testing instrumentation.
OR
Education: Completion of one full year of progressively higher level graduate education, if related. Related degrees may include hydrology, agricultural engineering, or civil engineering.
OR
Superior Academic Achievement: Superior Academic Achievement as demonstrated by a bachelor's degree in a related field from an accredited college or university with one of the following. NOTE It is your responsibility to ensure your application clearly states how you meet one of the provisions: A grade point average (GPA) of 3.0 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; a GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study; class standing of upper third of the graduating class in the college, university, or major subdivision of the college; or membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies.

GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing technical assistance or support in the design, construction, installation, or testing of physical models; operating or testing instrumentation; and performing surveys or preparing layout drawings for instruments, engineered systems, or support facilities.
OR
Education: Completion of two full years of progressively higher level graduate education leading to master's degree, or master's or equivalent graduate degree, if related. Related degrees may include hydrology, agricultural engineering, or civil engineering.
OR
A combination of graduate education and specialized experience as described above.

Education
Basic Requirements:
Agricultural Engineer Series GS-0890 and Civil Engineer Series GS-0810:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
Hydrologist Series GS-1315:
A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
