As a Management and Program Analyst for the Emergency Services Office (ESO) at NIST, you will be part of a select cadre of professionals enabling the Agency's global mission.

Duties

As a Management and Program Analyst for the Emergency Services Office (ESO) at NIST, you will be part of a select cadre of professionals enabling the Agency's global mission. Our Management and Program Analysts serve as NISTs representative Subject Matter Expert (SME) advancing innovative, cost-effective, and mission-supportive solutions. Responsibilities of a Management and Program Analyst include, but not limited to: -Manage Emergency Service Office's protection of personnel, property and activities located on all NIST facilities. -Provides oversight, evaluation, guidance, and training in partnership with OSY on ESO policies -Mange and direct the readiness and compliance programs and operations to efficiently achieve NIST goals and objectives - Work well in a team-oriented environment and cultivates effective working relationships within ESO, OSY, and DOC team members and key stakeholders across NIST campus -Employ effective communication with business units across NIST in support of mission-oriented activities, functions, applications, and systems; - Plan, coordinate and perform administrative support for cross-functional improvement efforts and campus events such as networking, social engagements, training, workshops, and identification of central service needs. Plan, manage and execute policies and procedures for program directors. - Analyze program/process effectiveness using problem-solving techniques and recommend changes on ESO projects As a member and representative of ESO, this role will primarily focus on supporting efficient and effective delivery of operations in the areas of, application of Interagency Security Committee standards, security review for design and construction of new and existing buildings, and access control to the NIST campus. - Review, draft and update policies, procedures, and other necessary documents to support ESO functions in the area of Access Control, Document control, IDS, and other security related topics. -Review, draft and deliver training documents and courses.

  • Completion of Confidential Financial Disclosure, Form OGE-450
  • Designated and/or random drug testing required

Qualifications

Basic Requirements ZA-III Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) grade level in the federal service. Specialized experience is defined as experience providing administrative support to a team or program; AND - Cultivating and maintaining effective working relationships with parties external to your own business unit. ZA-IV Applicants must have at least one year (52 weeks) of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience overseeing complex projects and project management to include auditing internal operations of a program, responding to freedom of information act requests, and briefing senior level executives on a wide variety of administrative topics such as Access Control, Intrusion Detection, Video Surveillance Systems and associated electronic systems and data bases. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
