The primary purpose of this position is to provide liaison duties between the 81st Training Group employees, the base Civilian Personnel Flight, base Manpower offices and all squadrons in the 81st Training Group.

Duties

Serves as a focal point within the 81st Training Group / Resources Flight for the control and documentation of requests for civilian personnel actions. Assist in the administration permanent party personnel at 6 academic training squadrons operating at four geographically separated locations. Provides continuing advice to all management levels within 81 TRG on employee relations, staffing, labor relations, employee development, benefits, awards, and classification and position management. Monitors the civilian recognition programs for 81 TRG and arranges for appropriate awards and retirement ceremonies. Use varied advanced functions of word processing, spreadsheets, graphics, and database software.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes serving as the primary point of contact for administrative support programs such as cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, drug demand reduction program, health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program and unit recognition program. Ensure all actions are accomplished and if problems exist, identify other alternatives as needed. Independently noting and following-up on commitments made at meetings/conferences; Use correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondences and reports. Use various office automation to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of civilian personnel management, automated programs and administration procedures Practical knowledge of manpower management documents and procedures. Ability to read and interpret specific procedural guidelines pertaining to administrative support, including locally developed equipment operating (a qualified typist required) and document processing instructions, which are directly applicable to the work. Ability to analyze, verify, and correlate data; locate, assemble, and compose information for no routine reports, inquiries, and technical correspondence; plan; organize work; and meet deadlines. Ability to communicate effectively both orally and in writing using tact and courtesy. Ability to use automated programs to produce necessary documentation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
