This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as Hazardous Material/Waste Coordinator for the organization. Responsible for maintaining and coordinating the waste management program. Performs full range of warehousing functions, including receiving, inspecting, unloading, loading, storage, issuing, and delivering hazardous materials. Responsible for custodial and property accountability for all materials handled. Ensures hazardous materials/waste is stored in compliance with federal, state, Army, and local regulations. Assists in writing and updating Letters of Instructions and Standing Operating Procedures pertaining to hazardous materials and waste. Inspects incoming hazardous materials for appropriate use and storage. Inspects hazardous materials for shelf life, compatibility, and proper storage. Ensures hazardous wastes are disposed of properly. Responsible for extracting, analyzing, and entering data into computer systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to undergo a pre-employment and annual physical examination.
  • Must obtain and maintain certification IAW the Hazardous Waste Operations and Emergency Response Program.
  • Will be required to wear chemical protective clothing and respirators.
  • Will be required to obtain and maintain a state issued driver's license.
  • Will be required to obtain and maintain a forklift operator's license, to operate forklifts up to 25,000 pounds.
  • Must successfully complete training in hazardous waste management procedures within one year of appointment to the position.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Hazardous Material/Waste Coordinator ~ without more than normal supervision. Applicants must meet the screen out element to be considered further. The work of the position normally incudes: inspecting, receiving, verifying information, unloading, loading, storing, issuing, and delivering Hazardous Materials in a warehouse environment; use automated equipment to develop computerized inventory data and access materials; perform standard packing of hazardous materials and waste for storage or shipment; resolving storage, overage and wrong hazardous material issues to ensure accuracy of accumulative material. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORTS: Requires continued use of both hands, and frequent standing, stooping, bending, reaching and lifting at shoulder level. Frequently lifts objects weighing over 45 pounds. WORKING CONDITIONS: Works inside in shop areas having adequate light, ventilation, and safety controls. Subject to heat from open vats and fumes from toxic acids, as well as burns, scalds and skin irritations. Required to wear protective clothing and equipment including rubber gloves, aprons, rubber boots and face shield or respirator. Subject to weather extremes.
