This career/career-conditional permanent full-time position is located in Shenandoah National Park, in the Office of the Superintendent.
Duties
The purpose of this position is to perform analytical and operational work in support of the Commercial Services Program. Duties may include:
Supports the Chief of Commercial Services in managing financial and contractual obligations of a Category 1 Concession Contract, conducts periodic reviews and inspections of concession facilities and supports the Chief of Commercial Services in the planning, development, and execution of all concessions contracts within the park.
Administers and coordinates the issuance of Special Park Permits authorized within Shenandoah National Park, including but not limited to: special events and first amendment activities, filming requests, and construction associated with Rights of Way permits.
Administers and coordinates the issuance of all commercial use authorizations within Shenandoah National Park, services include but are not limited to backcountry guide service, backcountry fly-fishing, bicycle tours, and front country tours.
Make oral presentations on technical concepts for an audience with varied viewpoints or goals, to promote or defend the agency's activities or goals, and gain cooperation regarding commercial services.
Duties will be developmental in nature when filled below the full performance level.
Physical Demands: Concession facilities may include front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concessions facilities and services which may include hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license is required.
Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed. Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.
POSITION LOCATION: Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources, scenic beauty, and congressionally designated wilderness within Virginia's northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment, recreation, inspiration, and stewardship. Within just 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks, hidden hollows, cascading streams, accessible wilderness, and stunning natural beauty. Approximately 40% of the Park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive, SHEN was established as an eastern Park that provided a "western Park experience". Due to the Park's easy accessibility to D.C and other highly populated areas along the east coast, visitation exceeds 2 million visitors annually which results in significant resource protection and visitor management issues and incidents.

Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assist with managing a concessions program; assist with managing a commercial use, commercial filming, and/or other special park use programs; reading guidelines and contract language to determine program or contract requirements related to the management and administration of the Commercial Services Programs; performing basic analyses of collected data; providing support for developing documents related to business opportunities, such as, assisting in the development of prospectus documents, requests for proposals, and requests for bids for leases; reviewing financial reports for completeness and compliance with annual financial report instructions; drafting responses to routine inquiries and complaints from the general public; preparing routine reports using established templates; planning, coordinating and implementing simple projects such as, real estate market studies and site visit evaluations; creating and disseminating written communication to a variety of audiences, and using word processing, spreadsheet, and database software programs. You must include hours per week worked.

EDUCATION: Successful completion of a master's or equivalent graduate degree -OR- two full years of progressively higher-level graduate education leading to such a degree -OR- LL.B. or J.D., if related. Graduate education must be directly related to this position (such as business administration, finance, accounting or other closely related subjects) and provide the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: Successful completion of a combination of graduate education (more than one year of graduate education, but less than two full years) and specialized experience, as described above. To combine education and experience, first take the number of completed graduate coursework in excess of 18 semester hours and divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors).
