Duties
Provide strategic oversight and management of the Defense Health Program (DHP) Research, Development, Test, and Evaluation (RDTE) program to support research to prioritized and validated Service and Joint requirements to close capability gaps.
Oversee the development of strategic research plans and investment strategies across identified research portfolios.
Serve as an expert advisor, with duties requiring expertise in science and technology management, research coordination, support, and execution, regulatory policy, programmatic business processes, and data science.
Coordinate the assessment, establishment, execution, and sustainment of strategic partnerships in support of DHP RDTE programs.
Provide coordination of partnership efforts, and oversight of development and negotiation of interagency agreements, memoranda of agreement, and memoranda of understanding to support strategic partnerships.
Direct the work of administrative, managerial, and technical personnel staff through subordinate supervisors; provides advice, counsel, and guidance on work and administrative matters
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position may require the incumbent to work weekends and/or holidays.

Basic Requirement for Supervisory Health Research Scientist:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: assisting with the development of strategic research plans; aiding in the coordination of investment strategies; utilizing Planning, Programming, Budgeting and Execution System (PPBES); and overseeing researchers, scientists, analysts, and/or research support professionals.
. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
