About the Position: Servies as a Quality Assurance Specialist, adminstering QA responsibilities for all Class V munitions and explosives with the Tooele Army Depot.

Duties

Plans, develops, executes, and manages a comprehensive QA program associated with operations involving assigned munition.. Ensures that surveillance inspection and function test programs meet the requirements of the Standard Operating Procedure. Conducts testing of munitions and equipment to ensure compliance of explosive safety and environmental regulations. Prepares for function test by acquiring and ensuring all necessary surveillance test equipment such as weapons, Ammunition Peculiar Equipment (APE), Test Measurement Diagnostic Equipment (TMDE). Conducts inspection of Class V munition items. Writes specific detailed technical activity reports pertaining to munitions inspections, testing, and workload accomplishments. Prepares and maintains Munitions Surveillance Reports (MSR). Performs inventory of all Surveillance work center munition stocks and documents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be cleared IAW requirements of AR 190-11, Physical Security of Arms, Ammunition, and Explosives (AAE)
  • This position contains critical safety and/or security responsibilities, thus is subject to random drug testing requirements.
  • This position requires lifting of 45 lbs. or more.
  • This position requires a pre-employment physical, and annually thereafter.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:Conducting quality assurance inspections for the function test range to ensure ammunition and explosive is functioning properly. Performing surveillance of operations for compliance with quality assurance plans/procedures. Providing written reports pertaining to munition inspections and testing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Quality Assurance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Ammunition and ExplosivesCommunicationsQuality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
