You will serve as a PROGRAM MANAGER in the INTEGRATED TEST FACILITY BRANCH of NAV ORD TEST UNIT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.

Duties

You will serve as the on-site manager/coordinator for upkeep and repair operations at the Strategic Weapon System Ashore (SWSA) campus and directly supports the SWSA Weapons Officer. You will coordinate with NOTU Facilities and/or SP2012 for support of project (scope, design, fielding, funding and construction). You will manage maintenance activities for all SWS Ashore facilities to include tracking Base and SWS Ashore Preventative and Corrective Maintenance work to completion. You will anticipate possible problem areas and initiates corrective action to prevent any delay in facility or equipment readiness. You will establish work priorities, plans and schedules, and monitors subsequent work performance to ensure efficient and effective operations at SWSA. You will identify critical implementation problems, evaluates technical risks, and feasibility of proposed implementation approaches.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing contract principles, concepts or practices to support budgeting, design or construction projects for the achievement of effective program operations.
