Job opening: Supervisory Contract Specialist

Salary: $122 907 - 183 500 per year

The incumbent is responsible for the overall management and supervision within one or more separate and distinct contracting branches, actively engaged in all phases and activities relative to the procurement process. This position is outside the bargaining unit.

Duties

Major duties for this position include, but are not limited to: Contract Management Leadership: - Provide expert oversight in the management of service contracts, demonstrating comprehensive knowledge of federal acquisition regulations, policies, and procedures. - Direct and guide a team of contract specialists in the development, negotiation, and administration of complex service contracts. Strategic Planning and Analysis: - Conduct thorough analysis and assessment of program requirements to formulate effective acquisition strategies. - Develop and implement strategic plans for service contracting, ensuring alignment with the organization's goals and objectives. Policy Implementation: - Ensure adherence to federal and departmental procurement policies and regulations, providing guidance to staff on compliance matters. - Interpret and communicate changes in procurement policies to the team, fostering a culture of continuous improvement and compliance. Service Contract Labor Standards Knowledge and Compliance: - Possess in-depth knowledge of the Service Contract Labor Standards (SCLS) and its implications on service contracts. - Ensure strict compliance with SCLS provisions, including the correct application of wage determinations, and maintain up-to-date awareness of any changes to SCLS regulations. Proposal and Quote Evaluation - Lead the Technical Evaluation Team (TET) in the evaluation of proposals and quotes from potential contractors, using FAR guidelines. This includes actively leading Contracting Officer (CO) lead consensus meetings and negotiations with contractors to ensure alignment with procurement regulations and successful contract execution. Contract Development and Negotiation: - Lead the drafting, review, and negotiation of service contracts, with a focus on achieving optimal terms and conditions. - Collaborate with program managers and stakeholders to define contract requirements and expectations, ensuring alignment with SCLS provisions. Wage Determinations and Price Adjustments: - Apply expertise in determining appropriate wage rates as per SCLS requirements, considering factors such as locality and occupation. - Implement mechanisms for price adjustments based on changes in wage determinations and other contractual variables, ensuring fair and equitable compensation for contracted services. Risk Management: - Identify, assess, and mitigate risks associated with service contracts, developing proactive risk management strategies. - Implement measures to ensure the integrity and reliability of contractors, including performance evaluations and monitoring. Team Development and Training: - Foster a high-performance culture within the contract specialist team, providing mentoring, training, and professional development opportunities. - Stay abreast of industry best practices and emerging trends in service contracting, with a focus on SCLS compliance and wage determination processes. Stakeholder Engagement: - Establish and maintain effective communication channels with internal and external stakeholders, promoting transparency and collaboration. - Engage with vendors and industry partners to enhance market knowledge and identify innovative contracting solutions, while ensuring compliance with wage determinations. Budget Oversight: - Work closely with program offices to ensure effective budgetary control and cost management related to service contracts. - Monitor contract expenditures, identify opportunities for cost savings and efficiency improvements, considering SCLS compliance and wage determination impacts.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period.
  • Subject to financial disclosure requirements.
  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

BASIC REQUIREMENTS A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. *Exceptions Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. For GS-14, Applicants must have at least 4-years experience in contracting or related positions. At least 52 weeks of that experience must have been specialized experience at or equivalent to work at the next lower level of this position, and must have provided the knowledge, skills, and abilities to perform successfully the work of this position. For GS-14, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Experience interpreting Federal Acquisition Regulations; Planning, organizing, directing and managing the procurement of supplies and services of various sizes and complexity through all phases of the acquisition process; Reviewing contracting processes and recommending improvements; Overseeing and/or leading lower graded employees through the pre-award and post-award contracting functions; Serving as a warranted Contracting Officer; and developing and adhering to operational procedures to ensure compliance with established policies and regulations.
