The Designated Learning Officer (DLO) and Director of Education position is located at VA Palo Alto Health Care System (VAPAHCS) in the Office of Quality, Safety & Value (QSV), Education Section. The DLO supports programs across the educational continuum (health professions training, staff education, workforce development), employee lifecycle, and is responsible for ongoing assessment of these programs aimed at establishing an integrated and synergistic learning environment for all staff.
Duties
This position will also be administratively supervising over the Clinical Practice and Professional Development (CPPD) Section, which encompasses identification of necessary trainings and orientations for all Nursing staff located at VAPAHCS. This position reports directly to the Chief of QSV and is responsible as a first level supervisor providing planning, direction, organization, and exercising control over non-supervisory positions within Education and CPPDS. As such, the incumbent, under the guidance of the Chief, is responsible for the development of plans, implementation, direction, evaluation, management and coordination of the overall education program for the hospital and serves as the Director of Education.
Major duties include but are not limited to:
Plan, organize, and direct the activities of Education.
Oversee the overall learning and education activities and career development activities.
Coordinate the conception, design, development, implementation, and evaluation of the facility learning programs.
Develop and maintain a system for tracking educational activities, attendance, and participant satisfaction.
Work closely with facility management, QSV, and individual Services to establish and ensure linkages between educational and quality management outcomes.
Serve as the facility's primary educational liaison with the VISN and VACO program office (Employee Education and Workforce Management and Consulting, among others).
Identify and advocate for resources to maintain and enhance clinical and non-clinical learning environments.
Exercise authority and control over educational fund control points
Supervise a staff of employees.
Establish guidelines and performance expectations for staff.
Provide counsel to staff regarding policies, procedures, and directives of management.
Identify training needs of employee and volunteers and arrange such training.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Demonstrated experience identifying and assessing learning needs, developing education goals and objectives, design curriculum/lesson plans, identify and utilize appropriate educational tools, and conduct, evaluate and revise training for both staff and patients.
Comprehensive knowledge of a variety of teaching modalities (e.g. traditional classroom instruction, computer assisted instruction, web-based programs, distance learning, and audiovisual aides).
Design, coordinate, and/or deliver educational seminars, workshops and conferences.
Analyze and evaluate data and prepare reports and other documents based on the data.
Identify long and short-range goals, establish measurable objectives, monitor accomplishments, gather, review, and analyze data and develop and implement corrective measures.
Plan and assign work of subordinate staff.
Develop performance standards, evaluate subordinates' performance, and assess and provide training as needed.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Some lifting of papers and books may be required.
