About the Position: This position is in the Naval Medical Center Office of Resource Operations, San Diego, California. San Diego is a city on the Pacific coast of California known for its beaches, parks and warm climate. Immense Balboa Park is the site of the San Diego Zoo, as well as numerous art galleries, art studios museums and gardens. A deep harbor is the Home to a large active naval fleet, with the USS Midway an aircraft-carrier-turned-museum, open to the public.

Duties

Analyze, evaluate, advise on, and makes suggestions for proposals to revise existing laws, regulations, procedures, and processes governing budgetary and financial management matters. Provide expert technical advice on program-budget and financial management matters to the Director for Resources and Management, the Director and Deputy Director, Defense Health Agency, and other senior DHA functional managers and program officials. Coordinate development of alternative approaches to resolve execution problems in connection with on-going and Mid-Year Budget Execution Reviews. Make recommendations for adjustments to current and future year funding/budget programs in response to variances from planned execution, funding program changes, and unforeseen funding requirements.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

Specialized Experience: One year of specialized experience which includes manage and analyze a Military Treatment Facility (MTF) level budget programs such as financial guidance, accounting and financial reporting, performance planning, budget execution or reporting. Justify priorities and resource requirements for personnel staffing. Serve as technical expert on changes and implementation of new systems or system changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14)
