About the Position: You will provide Security Guard services in support of the United States Army Garrison, Directorate of Emergency Services (DES) at Fort Hamilton, New York. The Directorate is responsible for the quality force protection, law enforcement, physical security, access control, Fire & Emergency services, and Police and Community Liaison Services to the Community.

Duties

Independently performs installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirement as a guide to access determination for a wide range of unique circumstances. The incumbent grants access to persons, denies entry or arranges for escorts, as appropriate. Inspects containers, personal property, documents on private, commercial and governmental vehicles, exercises tact, courtesy, and firmness in the performance of all force protection duties. The incumbent is authorized to confiscate unauthorized or otherwise controlled items, and to detain those suspected of criminal or other illegal activity until law enforcement official arrive. Incumbent is responsible for performing and resolving a full range of both standard procedural and non-recurring/unusual visitor access assignments. Operates and performs research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with (IAW) federal and state laws. Provides authoritative guidance and information on security regulations and procedures, exercising sound judgment and discretion in response to telephone and in-person security inquiries.

Requirements

  • Incumbent must be able to obtain and maintain eligibility at the Secret level using a Tier 3 background investigation.
  • Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
  • In accordance with Army Regulation 190-56, requirements of Individual Reliability Program apply. Incumbent is expected to maintain a high standard of conduct; must be assessed under the Individual Reliability Program.
  • In accordance with Army Regulation (AR) 600-85, a DA Form 5019R Condition of Employment must be assigned for mandatory drug testing. Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis.
  • Shift work is required, or a change in work shift may be necessary. Fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime.
  • Incumbent must be Proficient in use of firearms/weapons, must pass an initial qualification, and qualify semi-annually in the use of firearms/weapons. All weapons training and qualifications conducted in accordance with Army Regulation 190-56.
  • Incumbent must undergo and pass annual medical exams of physical, emotional, and mental stability. Standard for medical exams is prescribed in Army Regulation 190-56, "The Army Civilian Police and Security Guard Program".
  • Incumbent must successfully complete security guard training.
  • Incumbent must be trained and maintain current required certifications in Cardiopulmonary Resuscitation (CPR) techniques and must know first aid. May act as a first responder in a medical emergency.
  • Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT) as outlined in Army Regulation 190-56, "The Army Civilian Police and Security Guard Program".
  • Incumbent must be fully qualified to operate a government vehicle. Must possess or obtain and maintain a valid state driver's license. Loss of license may result in removal from the position.
  • Must wear the Department of the Army Security Guard (DASG) uniform in accordance with Army Regulation 190-56, maintaining a high state of appearance and hygiene.
  • Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Employee must be able to perform as a member of the installation's overall security response capability. The duties/training require incumbent to carry/deploy a riot baton, carry a protective shield and employ non-lethal ammunition if necessary.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Employee must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Mission Essential Position: Incumbent is required to report for duty during inclement weather, natural disasters and other emergency situations as directed.

Specialized Experience: One year of specialized experience which includes: working with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; OR maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
