Duties
Summary:
The primary purpose of this position is to serve as the wing Civilian Training Specialist/Employee Development Specialist to oversee, coordinate, plan and execute the assigned professional civilian training program.
Duties:
Manages the Civilian Employee training program for 60th Air Mobility Wing.
Facilitates the Management Training Committee. Plans and facilitates Management Training Committee meetings, organizes agenda, presents training requirements, costs, serves as recorder and prepares and distributes meeting minutes.
Manages civilian training rosters and briefs Civilian Development Education.
Assists Formal Training Technician. Assists with validating individual qualification and retainability requirements as they pertain to training and confirms training RIPs are completed accurately.
Performs ancillary duties as required.

- The complexity of diverse information technology systems, software used, and database management requires in depth knowledge of computer and software systems.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1) practical knowledge of specialized personnel training methods, regulations, principles or concepts to carry out limited technical projects; 2) knowledge of DOD, AF and major command directives, concepts, procedures, guidance and policy as they relate to the area of responsibility; 3) knowledge of the format, content, and uses of the military/civilian personnel records to independently process military/civilian personnel transactions which present complex and unusual procedural or substantive issues; 4) knowledge of coding for the automated personnel system to enter data and to correct errors in personnel actions and periodic reports; 5) knowledge of and skill in applying analytical techniques sufficient to identify, evaluate and recommend to management appropriate training survey results; 6) knowledge of various office automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases and graphs; 7) ability to make decisions, resolve problems or discrepancies based on knowledge of personnel processing rules, regulation and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of civilian/military training programs, their objectives, policies, procedures and requirements or similar processes in parallel business and industry organizations in order to manage a comprehensive training program.
2. Knowledge of military organizational structure, protocol, and similar matters. Knowledge of the format, content, and uses of the civilian/military personnel record and the procedures and requirements regarding its maintenance.
3. Knowledge of satellite broadcast systems and/or associated electronic equipment to support the DL program. Practical knowledge of established automated systems and ability to code training as required.
4. Skill in written and oral communications to disseminate guidance on training issues, advise employees on course availability, and present issues and recommendations.
5. Ability to maintain effective working relationships.
6. Ability to plan, organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
