This position is located in the Medical Center's Fiscal Department at the Butler VA Medical Center. This position perform a full range of professional accounting work requiring the application of sounds accounting principles, theories, concepts and practices. This covers the full range of assets, liabilities, income, expense, cost accounting and budgeting functions. The incumbent is responsible for the detailed and efficient operations and control of day to day fiscal activities at this facility
Duties

Work Schedule: Monday - Friday 7:30 am - 4:00 pm
Major Duties:
Utilizes a computerized double-entry method of recording transactions in accounts, which are maintained on the accrual basis.
Assist in implementation of all technical aspects of the normal day to day operations, assists in determining training needs and work requirements to obtain maximum overall efficiency and employee production throughout the department.
Provides guidance and assistance to accounting interns and technicians in the resolution of complex problems.
Initiates, leads, and/or participates in special studies or reviews of accounting operations and prepares reports, automated systems changes and/or standard operating procedures based on study results.
Performs monthly payrolls accruals in addition to preparing monthly, year-end adjustments entries to balance accounts and preparing journals vouchers for year-end purges and expired appropriations.
Perform quarterly Quality Assurance audits in addition to monthly reconciliations of various general ledger accounts with related subsidiaries for various independent appropriations, including revolving funds, funds accounts.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Grade Determination
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Utilize automated accounting systems., 2) Performed various appropriations along with general knowledge command organizations., 3) Utilize accounting principles, theories concepts and practices as well as related financial accounting regulations, policies and procedures., and 4) Ensure timely certifications, legality of funds and advising managers on efficient flow of documents. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Assures that all accounting data, computerized cost accounting reports and trial balances are in balance. 2) Determines the sources of processing deficiencies, and recommends corrective procedures., 3) Utilizes a computerized double-entry method of recording transactions in accounts, maintained on the accrual basis., and 4) Reviews for completeness and adds vendors to systems. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
