This position is located at the Martinsburg VA Medical Center in Martinsburg West Virginia. Civilian Pay Technicians (CPT)s perform work in direct support of the Veterans Health Administration (VHA) Veterans Affairs Medical Center (VAMC), under the Finance Service. CPTs report directly to the Payroll Supervisor and work closely with: Human Resources (HR); VAMC union partner(s); accounting; budget; timekeepers; approving officials and employees on all matters relating to payroll.

Duties

The Civilian Pay Technician processes a full range of payroll actions in an automated system for employees appointed under different personnel systems with unique pay accounts (General Schedule and Wage Grade employees, Non-Appropriated Fund (NAF) Canteen employees, Title 38 physicians/dentists, nurses, special salary rates (Title 5 and Title 38 Hybrid).These pay accounts include full-time, part-time, intermittent, trainees, retired annuitants, and fee basis. Duties include but are not limited to: Processes documents for completeness; reviewing personnel actions such as promotions, periodic step increases, incentive awards, demotions, separations, transfers, retirements, conversions, etc. Performs a variety of processes involving pay, taxes, deductions, etc. Reviews and processes standard active pay entitlement actions. Responds to recurring questions from supervisors and employees related to pay and timekeeping. Prepares time and attendance information for cases and prepares other monthly reports. Utilizes various payroll processing procedures to support transactions that involve the use of different forms and the application of different procedures (e.g., knowing how to process an action involving multiple documents such as the hiring of new employees, etc. and maintaining time and attendance reports of both General Schedule and Federal Wage System employees with premium pay and shift work). Utilizes automated databases associated with a specific payroll function sufficient to input a range of standard information or adjustments and understands recurring error reports and take corrective action. Investigates and resolves routine or recurring discrepancies, checks documents for adequacy, and performs comparable actions covered by established procedures. Knowledgeable of frequently used and clearly stated regulations and rules to enter information into a computerized system; review, determine and process standard pay entitlement actions or to correct pay problems. Updates payroll master records or individual pay and leave records. Verifies indebtedness due to overpayment and allowances and review waiver requests. Reviews records/actions prior to payday to ensure pay and allowances are computed correctly. Determines if coding is accurate or permitted and/or to respond to recurring payroll questions from supervisors, employees and/or others. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full time - Monday through Friday; 8:00am - 4:30pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-5 level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience includes processing and verifying payroll transactions; knowledge of timekeeping procedures; ensuring accurate and timely pay for employees; applying an organizations' pay and leave policies to ensure accurate transactions; and using a computer to process payroll transactions and perform associated administrative duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. To qualify for this position at the GS-6 level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience includes performing payroll and/or timekeeping duties such as extracting and entering data; reviewing payroll records/documents and making computations; reviewing and researching pay and leave issues; answering pay questions and explaining payroll requirements; preparing reports, memoranda and other correspondence using various computer software applications. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Physical Requirements: Work is primarily performed while sitting, but requires some walking, standing, carrying of light objects, and occasionally driving an automobile.
