Duties

Serves as a rangeland resource consultant and advisor to the Field Office management team, land users, and interested publics, acting as the principal contact and negotiator for multiple use management within the field office on assigned allotments. Plans, manages, produces, and implements allotment evaluations for assigned allotments, including responsibility as the principle author/editor of written products coming out of the allotment evaluation process. Reviews range permit applications to ensure compliance with appropriate federal law. The employee must ensure that impacts to the range and grassland ecosystem are properly mitigated. Processes protests and appeals, prepares casework in preparation for hearings, and appears as an expert witness when necessary. Participates as a leader or member of interdisciplinary teams charged with addressing particularly difficult issues. Coordinates with other resource specialists to develop/maintain/revise planning documents in the district/field office for the range program in accordance with Bureau planning schedules, assuring completion prior to plan/project implementation.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-05, applicants who meet the Individual Occupational Requirement are fully qualified for the GS-05. To qualify for the GS-07, you must meet the Individual Occupational Requirement plus: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that equipped you with the knowledge, skills, and abilities to successfully perform the duties as indicated by: (1) Assisting higher-level professionals with projects related to the ecological behavior of grasslands, pasture lands, savannas, shrub lands, riparian properties, deserts, meadows and/or coast marshes to everyday work situations; (2) Assisting higher-level professionals with conserving, developing, and managing public range lands; (3) Researching, collecting, verifying, interpreting, and analyzing a variety of directives, regulations and information to assist with the preparation of recommendations for management action; (4) Writing technical reports and evaluations; and (5) Providing resource management coordination and information to other resources specialist in a team setting. or 1 year of graduate-level education or superior academic achievement (Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled) or Equivalent combination of education and experience. To qualify for the GS-09, you must meet the Individual Occupational Requirement plus: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that equipped you with the knowledge, skills, and abilities to successfully perform the duties as indicated by: (1) Conducting conventional scientific and natural resources management tasks, such as range inventories and studies utilizing the ecological behavior of grasslands, pasture lands, savannas, shrub lands, riparian properties, deserts, meadows and/or coast marshes to everyday work situations; (2) Gathering data, analyzing, interpreting and/or evaluating results to prepare recommendations for management action; (3) Providing resource management coordination and information to other resources specialist in a team setting; (4) Researching, collecting, verifying, interpreting, and analyzing a variety of directives, regulations and information to assist with the preparation of recommendations for management action; and (5) Writing technical reports and evaluations. or 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or Equivalent combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.

This position has an Individual Occupational Requirement which requires that you meet one of the below:


Basic Requirements

  1. Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

    • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

    • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

    • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

  2. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.
