About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works, located at the Government Accountability Office (GAO) Building in Washington, DC. This position will be filled on a permanent basis. A Relocation Incentive May Be Authorized.

Duties

Serves as the USACE senior disaster responsible operations doctrine writer/planner for support to FEMA and other federal agencies within the National Response Framework (NRF) and National Disaster Recovery Framework (NDFR). Leads planning activities to produce the Organization's Operations Plans (OPLANs) to support Federal Emergency Management Agency (FEMA) Concept Plans (CONPLANs). Leads the HQ USACE staff and USACE subordinates units through the planning process for disaster response and recovery contingency operations. Updates the organization's contingency doctrine synchronized with FEMA and NORTHCOM initiatives, and employing lessons learned from exercises and response and recovery operations. Writes and updates USACE engineer publications and regulations related to disaster response.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you must be able to obtain and maintain a Top Secret clearance and is designated non-critical sensitive as defined in DoD 5200.2-R.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019.
  • The employee is required to remain accessible during duty and non-duty hours via telephonic communications systems to respond to emergency operations activities.
  • Employee may be required to perform TDY away from home station, which may include overnight travel, with short notice and for extended periods.
  • Travel during natural disasters may be subject to hazards.

Specialized Experience: One year of specialized experience which includes: Serves as the subject matter expert in civil disaster contingency response and recovery operations under the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), and Defense Support to Civil Authorities (DSCA). Leads the personnel and subordinate units through the planning process for disaster response. Coordinates with FEMA Region Defense Coordinating Elements (DCE) and Defense Coordinating Officers (DCO) to facilitate requests for military support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsEmergency ResponseProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
