The Teller is the agent cashier assigned to the Accounting Section, Fiscal Service, at South Texas Veterans Health Care System, San Antonio TX. The Teller is responsible for the daily operation of the agency cash management functions. Work involves extensive knowledge of policies and regulations pertaining to cashier and voucher audit functions

Duties

Receive, record, and disburse a wide variety of documents and maintain all records involved in the receipt and disbursements of cash aided by knowledge of the United States Treasury and Department of Veterans Affairs regulations which requires substantive knowledge of banking practices. Examine voluminous mailed remittances received for payment to determine whether they are prepared and submitted in accordance with applicable instructions and whether the proposed disbursement is legal and proper. These documents include pharmacy co-pay, patient funds, beneficiary travel, general post fund, money order fees, lodging, and other miscellaneous documents. Issue and maintain prenumbered accountable receipts manually and electronically for each automated system in IFCAP/VISTA on collections received; determine the purpose of the remittance; determine the accuracy of the accounting symbols to which the remittance will be deposited and execute the appropriate schedules of collections which will accompany the funds to the Federal Reserve Bank, for protection under the Government Losses and Shipment Act. Responsible for the supply of official accountable receipts used to acknowledge collections and insure 100% accountability. Provide the Accounting Office with a monthly memorandum of accountability. Balance accounts daily to assure that the disbursing fund and collections are accounted for properly. Prepare daily Cashier Reimbursement Voucher and/or Accountability Report (OF 1129) for the accountability and accuracy of the cashier's advance of funds authorized by the United States Treasury. Advance cash to the alternate Tellers to include the Imprest Fund Cashiers. Responsible for processing numerous payments, to include Compensated Work Therapy, Federal Advances, Subsistence vouchers, utilizing the Financial Management System (FMS), printing and verifying paid documents for accuracy. Receive, date stamp, sort, verify, input, and process over 300 Beneficiary Travel vouchers for payment in the local access database daily. Each document is examined for adequacy of identification material and authenticity of signatures. Audit paid documents against the batch listing produced by the access database. Train and assist alternate cashiers in the proper performance of their duties as affected by regulation and policy changes. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the functions and procedures covering difference types of disbursements. Maintain records involved in the receipt and disbursement of cash. Knowledge of principles, practices, procedures, guidelines as they pertain to the function of the position. Independently organize work, establish priorities, and meet deadlines. Communicate effectively, orally and in writing. Knowledge of computer systems (IFCAP/VISTA, FMS, OTCnet) and the various appropriations that affect each. Knowledge of MS Office Suite, Outlook, Access, Excel and Word. Knowledge of and ability to interpret VA and Treasury guidelines and directives as they pertain to cashier duties such as disbursements, replenishments, audits, disposition of checks, employee travel, patient funds and donation accounts, security, storage and use of accountable forms, etc. Research and analyze data for preparation of month and year-end reports, deposits to the Federal Reserve Bank, and to respond to questions or complaints from veterans or employees. Knowledge of various office machines and ability to operate calculators, money counters, check endorser, computer, etc. You will be rated on the following Competencies for this position: Accounting Analysis and Problem Solving Critical Thinking Financial Systems Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
