This Senior Executive Service (SES) position is located in the Office of Research and Development (ORD), Office of Resource Management (ORM). About ORD.
This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location to be determined after candidate selected). Partial work-from-home flexibilities may be authorized.
Duties
The Office of Resource Management (ORM), within the Office of Research and Development (ORD), provides effective resource management support and services to support ORD's mission in the areas of budget formulation and execution, extramural management, human capital management, travel management, program accountability, policy, and operations and compliance for Safety, Health, and Environmental Management, facilities, fleet, capital equipment, and vertebrate research programs. ORM is responsible for effective implementation of these business functions throughout ORD and for the development, coordination, dissemination, integration of ORD-wide operating procedures, internal guidance, systems, management controls, communications, and outreach pursuant to these functions. As the Director, the incumbent serves as the principal staff officer to the Assistant Administrator and Deputy Assistant Administrators and as such provides counsel and advice on all matters relating to the responsible management of ORD’s resources.

Qualifications
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.
Applicants must also provide evidence of progressively responsible leadership experience that is indicative of the Technical Qualifications (TQs) listed below.Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.TQ 1 - Demonstrated experience leading and managing a geographically-dispersed organization or office in the areas of mission support, including but not limited to budget and financial management, strategic planning and reviews, priority goal setting, human resources management, extramural management, management integrity, facilities management, and other administrative and operational program areas.
TQ 2 - Demonstrated experience managing performance measurement and reporting initiatives in areas such as employee engagement, customer service standards, customer feedback tools, and organizational effectiveness.
TQ 3 - Demonstrated experience managing multiple broad-scope, complex programs to ensure compliance with a variety of statutory and federal mandates.
