Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Financial Analyst, you will:
Conduct and document complex and detailed PHA financial management reviews including analyses of financial statements and reports, trend analysis, and assessment of financial risk for the overall entity as well as Public Housing programs.
Resolve audit and review findings related to the financial management of PHAs and coordinating the written communication to the PHA with collaboration of other Field Office staff regarding findings not related to financial management; Develops appropriate long range solutions to complex financial issues and problems identified by multiple sources and providing expert advice and guidance on complex financial issues.
Serve as the financial technical expert for all PH programs, in areas such as: operating subsidy funding calculation, cash management, budget and fiscal controls, financial policies, procedures and internal controls accounting records, cash on hand reconciliations, investments, physical inventory control, use of disposition proceeds, and insurance coverage, etc.
Monitor and evaluate management or performance plan goals, including input and feedback into the development and analysis of diagnostic data.
Analyze reports submitted on shortfalls, clarifies issues, and resolves problems relating to achievement of goals/outcomes.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized Experience for this position includes:
Applying controlling authorities such as financial laws and regulations, OMB circulars, or the Generally Accepted Accounting Principles (GAAP). AND
Analyzing budget reports and identifying deficits; AND
Analyzing financial data from numerous sources to identify issues/problems and make recommendations to management.
OR Education: You may substitute education for general or specialized experience as follows:
A Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or an LL.M, if related. Degree program must have a major study in one of the following: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR Combination: You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Example: Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.Specialized Experience for this position includes:
Reviewing and analyzing financial data and producing statistical reports; AND
Working with a team to research and identify financial issues and make recommendations to management; AND
Developing spreadsheets OR databases.
OR Education: You may substitute education for general or specialized experience as follows:
You may substitute a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related. Degree program must have a major study in one of the following: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR Combination: You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 18 semester hours may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
