The primary purpose of this position is to serve as the subject matter expert for payroll policy, to be an expert source of information, to handle customer complaints, and to resolve payroll problems with regards to reviewing and reconciling various types of pay and leave transactions.
Duties
Duties include but are not limited to:
Provide answers for customer inquiries 9via in person, on the phone and/or email) on aspects of pay, benefits, entitlements for employees with a variety of different benefits and entitlements.
Generates and reviews a variety of Pay and Leave reports and audits timekeepers' timecard records for appropriate postings in accordance with government regulations and for training received.
Generates and reviews reports from HR/Payroll, VA, and/or DFAS systems.
Contacts HR assistants, HR specialist or Service Time and Leave Clerk to provide answers or resolution where required changes, resubmission (s) or corrections are needed to resolve the rejection.
Analyze the personnel transaction data received transmittal and enters data multiple systems.
Uses multiple automated systems.
Creates and assigns tours of duty, new Time and Leave units, and update timekeeper and certifying official designations.
Work Schedule: Monday to Friday 8:00am to 4:30pm
Telework: Telework may be authorized 2 days a week (40%) with management approval.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of rules, regulations and practices relating to civilian pay systems and/or time and leave matters covering a complicated group of accounts; knowledge of the structure of the employee master pay record; ability to recognize situations which cannot be resolved by standardized methods and to devise solutions to complex systematic problems; knowledge of Title 38, Title V and FWS pay, leave and entitlement rules, regulations, laws, instructions, technical methods, techniques, precedent cases and requirements governing rules, regulations, instructions, technical methods, techniques, precedent cases and requirements regarding various pay; knowledge of the interrelationships of the Timekeeping, HR and DFAS systems and content to research or investigate reject problems and errors; knowledge of the basic principle of arithmetic to ensure time and leave records are posted correctly.

.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunction with travel to and attendance at meetings and/or conferences way from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
