The Engineering Technician role works in the Engineering department, reporting to a Supervisory General Engineer. The position is in charge of providing technical support for all construction management and facility record document tasks. This will entail carrying out the duties of a COR on construction projects, administering the facility record document program, reviewing and tracking project requests, acting as a liaison for in-house construction, and aiding Engineering Leadership.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a (GS-11) position you must have served 52 weeks at the (GS-10). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. ***Individual Occupational Requirements (IOR)***: An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. The 0802 series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Under the Individual Occupational Requirements (IOR) you must meet the following: Specialized Experience (for positions at GS-4 or equivalent and above) Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. -OR- Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. In addition to the Individual Occupational Requirements (IOR), you must also meet the Group Coverage Qualification Standard for Technical and Medical Support Positions as described below: Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to: Comprehensive, rigorous, practical knowledge of, and skill in applying, technical engineering methods, techniques, procedures, and/or practices related to the test and evaluation of items, systems, and equipment. Intensive knowledge of engineering concepts, principles, and methods applicable to varied and complex problems, projects, or studies that may include diverse engineering principals (civil, mechanical, electrical, fire protection, and environmental) and evaluation of existing condition. Extensive knowledge of drafting techniques, standards and systems and a good understanding of file organization. Skill sufficient to modify standard practices, adapt precedents, and make significant departures from existing approaches and techniques. Ability to use a variety of contracting processes to provide oversight for construction, architecture, and engineering contracts. You will be rated on the following Competencies for this position: Building and Construction Database Management Systems Design Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The majority of the work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Work will involve access to the building crawlspace, above ceilings, in piping chases, and roofs. This will require crawling and climbing ladders. Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. There may be occasional exposure to moderate risks or discomforts in storage areas, hazardous waste sites, in crawl spaces, above ceilings, or outside in unconditioned areas. Drivers License: This position requires that the incumbent drive government vehicles throughout the Ralph H. Johnson VAMC catchment area. The incumbent must have a valid driver's license and meet the requirements to use a government vehicle in accordance with VHA directive 2008-020 which states, "drivers must be medically cleared and trained before transporting patients in vehicles."
