Duties

Conducts audits and reviews of the full range of functions of the Financial Operations Division: accounts receivable, accounts payable, operating agency accounts, as well as reporting functions. Verifies accounting data by means of reconciliation of the general ledger trail balance each month with other supporting reports and records. Performs analysis and reconciliation of accounting records, reports, and supporting documents and initiates adjustment actions as required. Reviews and reconciles financial statements, reports, and allotment ledgers with the related files of un-liquidated obligations, unpaid accrued expenditures, contracts, and orders outstanding. Provides written standard operating procedures for the office and updates these procedures as necessary.

Qualifications

Time in Grade: For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service. For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Basic Requirement: This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below. You MUST submit your transcripts for verification of this education requirement. Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law OR Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor Specialized Experience: For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service, is required. Specialized experience at the GS-07 level is defined as experience analyzing and researching financial data. For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service, is required. Specialized experience at the GS-09 level is defined as experience analyzing, researching, and reconciling financial data and financial reports. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required. Specialized experience at the GS-11 level is defined as experience analyzing, researching, and reconciling financial data and financial reports. Also, experience interpreting and implementing policy and regulations. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required. Specialized experience at the GS-12 level is defined as experience analyzing, researching, and reconciling financial data and financial reports. Also, experience interpreting and implementing policy and regulations as well as providing recommendations for process improvements. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

There is no substitution of education for specialized experience at the GS-12 grade level

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
