Serves as the Medical Center liaison and advisor on contract related services focusing on critical clinical and healthcare services, product acquisition and support services required by project managers, program managers, upper management, and stakeholders on all aspects of procurement for a wide variety of items to include specialized services.
Duties
Major Duties include but not limited to:
Develops procedures, policies, and supporting artifacts to ensure procurement activities are consistent with Federal Acquisition Regulations, VA Acquisitions Regulations and other federal procurement laws and regulations.
Coordinates with VA HCS leadership, clinical service customers, Contracting Officers Representatives, logistics staff, and other stakeholders to develop and execute medicine service acquisition strategies.
Conducts analyses and recommends courses of actions to ensure that various clinical and administrative service requirements have addressed considerations such as construction, budgeting, supporting manpower and other factors.
Develops local policies, procedures, SOPs, and associated training material.
Provide training to the medicine services on procurement policies and new process procedures related to procurement with the federal government.
Establishes, expedites and reviews consolidation of. all procurement packages, including unique, emergent, and complex requirements.
Develops and analyzes local reports. Makes presentations/recommendations to the Medicine management officials regarding the contracting support of the facility. Prepares reports on contract data for meetings, inspections, audits, and in-progress reviews.
Leads the development of service performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans (QASP), market research, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements.
Manages all tactical/operational responsibilities from procure to pay pertaining to the designated contracts.
Advises on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements, and delivery order processes including requirements, definition, justification, and approval for service contract extension, method of contracting, evaluation of proposals, and all phases of contract administration.
Troubleshoots various setbacks or delays. Keeps abreast of procurement status and takes necessary actions to correct problems. Oversees and ensures compliance with the terms of contracts, to determine the reasonableness of contract modifications.
Monitor and make recommendations to replace end of life equipment. Using the electronic equipment request portal, entering all equipment requests, track progress, ensure delivery, and ensure timely readiness of acquisitions for the Medicine Services.
Reviews requests for supplies form customers and provide supporting documentation as necessary, serving as the liaison between the Medicine, Logistics, Prosthetics, and SPS services.
Evaluate processes as it pertains to internal workflow, outside supplies and equipment ordering, and result reporting with an emphasis on improving customer service, both providers and the veteran patient.
Work Schedule: Monday-Friday 0800-1630

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: handling contract related services and product acquisition in an healthcare environment; overseeing contracts including pre-award and post-award; preparing procurement packages with unique, emergent and complex requirements including development of requirement documents; participating in negotiations with other officials throughout all phases of contract administration; and monitoring expenditures and reporting on deviations from contract terms;? emergent and complex requirements including development of requirement documents (e.g. performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, market research, etc.).

Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying light items. No physical demands are required to perform the work.
