This position is located in the Management Directorate, Office of Chief Information Officer, Front Office. As a Senior Management Advisor, you will serve as a senior advisor and support overall management, formulation, and execution of policies and programs in the office including programmatic advice, guidance, and direction to senior leadership.

Duties

Lead, initiate, plan, and oversee performance/participation in liaison coordinated activities with stakeholders to leverage existing information sharing capabilities and align policies, standards, systems, and information. Distributes and delegates the implementation of various policies and provides solutions to USCIS strategy in support of Department of Homeland Security (DHS) initiatives. Develops and analyzes policies, procedures, regulations, directives, and studies to ensure consistent strategic alignment is met with evolving requirements. Works independently planning, scheduling, and carrying out division-wide IT projects and complex studies concerned with the analysis and evaluation of new and existing capabilities and their organizational effectiveness. Manage strategic projects, organizing cross-functional teams, developing project scope, analyzing key issues, performing financial analysis, and identifying potential solutions and recommendations.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/27/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/27/2023. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Making decisions and providing expert advice to top agency executives on advanced analytics, data management and governance, and IT issues and policies to meet agency/organization-wide operational business needs. Streamlining operations and handling public communications, coordination efforts, incident response, and conflict resolution as a technical or subject matter expert for the organization. Writing effectively to advance business aims, creating complex documents that achieve desired results, tailoring writing style to the audience, and organizing and expressing complex ideas effectively; using graphics and other aids as needed. Managing, leading, and maintaining customer engagement and consensus across large complex multi-component IT programs that may include multiple component organizations. Applying interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
