This announcement will be used to fill positions with an entry grade of GS-7/9/11, GS-9/11 or with a target grade of GS-11.
Duties
Provide application software support to an assigned system through design, development, testing and implementation of new or modified applications software.
Identify system change requirements in order to develop new functions within an assigned application system or to maintain current production applications.
Designs modifications to internal program structures in files and records and determines detailed sequence of steps and program logic.
Prepares test data and assists with or conducts functional testing of programs to determine accuracy and functional capability.
Writes and maintains IT instructions, program maintenance manuals, run time instructions, and other similar documentation.
Maintain computer programs using knowledge of various programming languages such as COBOL or CICS or utilizing knowledge of TSO/ISPF, VSAM or Utilities such as Sync Sort.

Problem Solving- identifying or selecting from a number of alternatives to address routine information technology-related issues by gathering and applying information from standard sources that provide a limited number of solutions
FOR ENTRY AT THE GS-7 LEVEL:
In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is described as: Assisting senior developers in providing analysis, design, coding, testing and implementation of software and automated systems; applying basic IT principles and practices to assist in providing software and systems development and support.
FOR ENTRY AT THE GS-9 LEVEL:
In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is described as: Providing input to design specifications, coding, test plans, and issue resolution of software and automated systems; analyzing and refining software and systems requirements; applying IT principles and practices to in the software development process; and some experience with programming languages.
FOR ENTRY AT THE GS-11 LEVEL:
In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is described as: Designing, developing, implementing, coding, testing, operating, modifying software and automated systems; conducting systems requirement reviews; applying IT principles and practices to the software development process; and experience with programming languages such as Common Business Oriented Language (COBOL).

FOR ENTRY AT THE GS-7 LEVEL:
Substitution of Education for Experience:
One year of graduate education in computer science, engineering, info science, info systems management, mathematics, operations research, statistics, or tech management; or a bachelor's degree with superior academic achievement (S.A.A.) that provided a minimum 24 semester hours in one or more of the fields above and required the development or adaptation of applications, systems or networks, may be substituted to meet the specialized experience requirement. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
FOR ENTRY AT THE GS-9 LEVEL:
Substitution of Education for Experience:
Qualifying Master's degree or equivalent graduate degree or 2 full years of graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, info science, info systems management, mathematics, operations research, statistics, or tech management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above & required the development or adaptation of applications, systems or networks.
FOR ENTRY AT THE GS-11 LEVEL:
Substitution of education for experience:
Qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
**Combination of education and experience is not applicable for this position.**
