This position is with HQ/Energy, Minerals, and Realty Management Directorate (HQ300), Division of Lands, Realty, and Cadastral Survey (HQ350) located in Washington, DC.

Duties
Analyze and resolve conflicts in land tenure policy and program objectives and problems in very complex or controversial transactions involving complex negotiations.
Advises senior level agency and department officials on a variety of energy, minerals and realty management related issues on various department-wide programs and develops new concepts and methodologies for issues and emerging issues.
Develops and supports strategic and tactical planning which reflects BLM mission goals and objectives relative to the land tenure program.
Develops policies and procedures to ensure proper Federal implementation of the energy, minerals, and realty management programs.
Balances resource development, environmental protection and resource protection needs as a public trustee and with a consideration for maintaining healthy public land conditions.
Determines the need and provides initiative, supervision, and coordination in the development of regulations, procedures, or policy statement and directives to ensure consistency and uniformity of implementation in the land tenure programs.
Supervise professional, technical and administrative positions to carry out the mission of the organization.
Plans work to be accomplished by subordinates. Makes assignments based on capability and expertise; evaluates work performance; develops performance standards; gives advice or instruction on work and administrative matters.
Identifies developmental and training needs of employees, providing or arranging for needed development or training.
Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

- Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
- May require a one-year probationary period.
Qualifications

For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated below:.
Demonstrated understanding of lands and realty legal authorities including regulations, manuals, legal opinions and decisions.
Experience, as a supervisor or program lead, with lands and realty programs and their relationships to multiple-use resource management in programs such as land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way.
Experience working with outside partners and other agencies in land tenure adjustments.
Experience with program budget processes; experience in developing policy and realty related training.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
