The Cheyenne VA Health Care System is currently recruiting for a Health Technician (Telehealth Clinical) at the advanced level, located at the Cheyenne VA Medical Center, to work on the mobile unit.
Duties
The Health Technician (Telehealth Clinical) - Advanced reports to the nurse manager and provides high level support, training, and advanced management of telehealth operations and is typically stationed at a clinical care delivery site (VA Medical Center, CBOC, VA Outreach Clinic, etc.), with duties that may require travel. Primary responsibilities of the incumbent include delivering established telehealth competency-based training for clinicians and telehealth staff members. Supports clinical telehealth encounters for both the patient and provider locations by serving as the tele presenter within the scope of practice, functioning as an imager and supporting clinical data for telehealth store and forward applications, managing real time clinical telehealth events, providing established patient education, and providing technical and administrative support of telehealth operations.
Telehealth Telepresenter:
Responsible for patient site facilitation of the clinical, business and technical aspects for real time telehealth applications, including, (but not limited to) telemental health, primary care telehealth, telerehabilitation, and telepatient education clinics.
Laboratory Technician
Phlebotomy
Collection and manage lab specimens, ensuring accurate labeling all specimens
Quality Assurance testing of lab equipment at the beginning of each clinic day
Monitor the patient for any noticeable changes in status during procedure
Provides patient education regarding procedures and is able to accurately answer the patient's questions.
Delivers all lab specimens back to facility laboratory for analyzing. Technician ensures specimens are stored appropriately during transportation.
Health Technician:
Performs direct patient support work including personal patient care. Identifies and reports data relative to more complex, non-routine -patient situations including subtle changes in patients' behavior or condition or variances related to neurological signs, vital signs or other parameters.
The higher-level duties associated with this advanced-level position may include, but are not limited to:
Coordinating, installing, maintaining and managing the inventory of telehealth technologies including hardware and software with assistance of Biomed and IT;
Providing established standardized competency based training, guidance and information on the use of advanced telehealth technologies to patients, staff, and providers;
Providing established standardized competency based training for telehealth technology, facilitating interactive simulations for clinical staff participating in telehealth programs;
Participating in performance improvement activities aimed at improving the efficiency of the patient telehealth processes;
Developing reporting procedures, sampling techniques and measurements at various points in the telehealth processes to identify/analyze inherent weaknesses in work and procedures;
Coordinating clinic set up and monitoring of workload capture and issues for assigned patient and provider clinics including telehealth resource based scheduling;
Supporting designated complex telehealth programs that require advanced technical skillsets;
Managing Mobile Medical Units and GSAs to include maintenance/repair schedules and possible assistance with procurement. Assisting and collaborating with Nurse Manager and Fleet Manager.
Work Schedule: 7:00am-4:30pm Monday, Tuesday, Thursday, Friday, and 7:00am-11:00am Wednesday

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and/or Education
Experience. One year of experience in a health care field that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical assistant (or technician) or health technician.
OR
Education. Four academic years above high school leading to a bachelor's degree with courses related to the occupation.
OR
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Examples are listed below:
Six months of experience in the health care field and two years of education above high school that included at least six semester hours in health care related courses such as, biological science, surgical technician courses, nursing assistant or other courses related to the position; or an associate's degree in a health care related field; OR
Six months of experience in the health care field and successful completion of a course for healthcare technicians, hospital corpsmen, or medical service specialists given by the U.S. Armed Forces.
English Language Proficiency: Must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: The following criteria must be met when determining the grade of candidates.
Health Technician (Telehealth Clinical), GS-7 (Advanced)
Experience. One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to use independent technical judgment to analyze, evaluate and resolve problems.
Knowledge of quality control and assurance procedures and principles of performance improvement.
Ability to function effectively between competing priorities.
Knowledge of proper maintenance and troubleshooting of telehealth equipment.
Ability to work with a team to provide technical guidance, plan, organize and coordinate activities of a health technician in order to effectively complete job duties of assignment such as distributing workload, monitoring the status and progress of work, monitoring accuracy of work.
Preferred Experience: Ability to obtain Commercial Drivers License, Telehealth experience, Laboratory experience, and Medical facility/clinic experience.

The full performance level of this occupation is GS-6. This position is being hired above the full performance level at GS-7.
Physical Requirements: The work requires some physical exertion such as prolonged periods of standing, bending, reaching, crouching, stooping, stretching, and lifting moderately heavy items such as manuals, record boxes, equipment or assisting patients. The work requires above average agility and dexterity. The incumbent may be required to travel between VA and/or Non-VA clinical care sites and possession of a valid Driver's License may be required. Functional statements are to be reviewed at least every two years to verify the accuracy of the duties and responsibilities, or as often as needed due to changing responsibilities. Superseded functional statements must be kept on file at the service level for two years after being abolished.
