This Supervisory Research Economist position supports the USDA Forest Service, Forest Products Laboratory. This scientist provides economic information, analysis, and projections indicating how and why the markets and technologies for wood products change over time. Duties

Identifies cost factors that influence the use of alternative materials or techniques especially in wood-based construction. Analyze the building process in mathematical models or formulas to account for the effects of materials, labor, and other inputs on overall system costs. Develops economic assessments of new or alternative technology concepts and the implications of their adoption by industry. Develops methods needed to provide an outlook for technology adoption that will influence the forest products industry, markets, and forest management. Creates publications and presentations that disseminate information about market trends and market outlook, outlook for innovations, and the impact of innovations on markets.

Qualifications

This is a research scientist position and is classified under the scientist career plan. Research scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically. The grade level is limited only by the individual's demonstrated ability to perform research of recognized importance to science and technology. Final grade level will be determined by a peer review panel. The purpose of the initial review panel is to determine the grade level upon entry into a position. Basic Requirement for the Economist Series (0110): Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. or Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: economic statistics; industrial surveys; management of individual business enterprises, including farms; industrial planning; writing or editorial work in economic subjects; and financial market analysis In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. GS-13: One year of specialized experience at or equivalent to the next lower grade level (GS-12). Specialized experience at this level is defined as: Conducting a diversity or body of research in as a Principal Investigator or project member on multiple studies that include the full cycle of scientific research (i.e. identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities) as it pertains to research on how market forces and changing technology will change products produced and resultant use of wood and fiber resources. Producing research outputs that address the following: (A) discovering and improving knowledge on the economic viability of new technologies, (B) developing economic assessments of new or alternative technology concepts and the implications of their adoption by industry, and (C) creating publications and presentations that disseminate information about market trends and market outlook, outlook for innovations, and the impact of innovations on markets. Developing and disseminating research findings in collaboration with resource managers and planners for presentation at conferences or scientific meetings and publishing results in peer-reviewed journals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
