This position serves as the Program Analyst for Surgical Service at the Birmingham VA Medical Center. This position covers a wide range and complex group of specialties which requires a collaborative effort to work with other large services in the medical center such as Patient Care Services, Anesthesiology and Primary Care.

Duties
The Program Analyst for Surgical Service duties include and are not limited to:
Responsible for managing and completing all analytic reports associated with Surgical Services
Generates/reviews customer service reports, provider profiles, ACRP AD Hoc daily reports, clinic workload and productivity, clinic profiles, electronic consult monitoring reports, waiting time reports, clinic access/utilization reviews, and quality improvement measures, including OR data
Continually reviews clinics in accordance with established performance measures in the areas of QI and clinical care delivered (EPRP) with the goal of identifying strengths and weaknesses and developing plans of action for improvement
Serves as the primary Surgical Service contact person for questions related to assigned responsibilities
Responsible for staying abreast of all procedures and changes to assigned reports based upon regular involvement in applicable meetings and conference calls at the Medical Center, VI SN, and VA Central Office levels
Manages, administers, develops, delivers, and/or supports information technology (IT) systems and services for the Surgical Service
Completes, manages, and directs activities related to all Systems Redesign Service level reports, patient encounters, and workload accuracy
Responsible for helping coordinate all administrative activities involving Surgical Service
Must identify and investigate problems involving service functions and patient care activities, gather data necessary to arrive at solutions, and implement the changes
Must help assure efficient utilization of resources available to Surgical Service including but not limited to clerical and medical personnel, equipment, space, and budget
Organizes and implements the physician competency and initial competency monitoring program
Manages procurement and contracting for Surgical Service
Analyzes replacement and additional clinical equipment needs, determines priorities, writes appropriate justifications, and serves as a resource to the Surgical Administrative Officer; Chief, Surgical Service; and Logistics on equipment needs
Prepares all new equipment contracting purchases for Surgical Service
Provides program oversight, directs, and performs all work involving the collection, compilation, and/or tracking of data and statistical information in support of Surgical Service's operations
Serves as staff support for the monthly Surgical Service Faculty meetings and Morbidity and Mortality conferences
Also serves as staff support for the Operative and Invasive Procedure committee, chaired by the Chief, Surgical Service
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing procurement requests, evaluating proposals for work, maintaining procurement and contracting records, managing equipment inventory lists (EILs). Directing the planning, review, and reporting of data/statistical results of program/project studies. Establishing protocols for incoming data, organizes computerized data sets, and retrieves computerized data. Providing expert analysis of the data and generates a variety of reports. Evaluates data collection forms. Coordination of incoming data from a variety of sources. Organizing and developing performance improvement reports for all of Surgical service including the OR, managing multiple spreadsheets and databases in a health care environment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. Transcripts required. OR,

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
